' மே தின ' வரலாறு



பல்வேறு நாடுகளில் போராட்டங்கள்

18ஆம் நூற்றாண்டின் இறுதியிலும் – 19ஆம் நூற்றாண்டின் ஆரம்பத்திலும் வேகமாக வளர்ச்சியடைந்த நாடுகளில் தொழிலாளிகள் பலரும் நாளொன்றுக்கு 12 முதல் 18 மணி நேரக் கட்டாய வேலை செய்ய நிர்ப்பந்திக்கப்பட்டனர். இதற்கெதிரான குரல்களும் பல்வேறு நாடுகளில் ஆங்காங்கே எழத் துவங்கியது. இதில் குறிப்பிடத்தக்கது இங்கிலாந்தில் தோன்றிய 'சாசன இயக்கம்' (CHARTISTS ) என்பதாகும். சாசன இயக்கம் ஆறு முக்கிய கோரிக்கைகளை முன்வைத்து தொடர் இயக்கங்களை நடத்தியது. அதில் குறிப்பிடத்தக்கது 10 மணி நேர வேலை கோரிக்கை.
பிரான்சில் நெசவுத் தொழிலில் ஈடுபட்டிருந்த தொழிலாளிகள், தினமும் கட்டாயமாக 15 மணி நேரம் உழைக்க வேண்டி இருந்தனர். இதை எதிர்த்து அவர்கள் பெரும் வேலை நிறுத்தப் போராட்டத்தை நடத்தினர். 1834 ல் 'ஜனநாயகம்' அல்லது 'மரணம்' என்ற கோஷத்தை முன்வைத்து பெரும் கிளர்ச்சியில் ஈடுபட்டனர். இவையனைத்தும் தோல்வியில் முடிவ டைந்தன.
ஆஸ்திரேலியாவில் மெல்போர்னில் கட்டிடத் தொழிலில் ஈடுபட்டிருந்த தொழிலாளிகள் உலகிலேயே முதன் முதலாக 8 மணி நேர வேலை கோரிக் கையை முன்வைத்து 1856 ல் வேலை நிறுத்தத்தில் ஈடுபட்டு, வெற்றியும் பெற்றனர். இது தொழிலாளி வர்க்க போராட்டத்தின் மைல் கல்லாக அமைந்தது.
அமெரிக்காவில் 1832ல் போஸ்டனில், கப்பலில் பணியாற்றிய தச்சுத் தொழிலாளர்கள் 10 மணி நேர வேலை கோரிக்கையை முன்வைத்து வேலை நிறுத்தம் செய்தனர். அதே போல், 1835 ல் பிலடெல்பியாவிலும், பென்சில்வேனியாவிலும் இதே கோரிக்கையை முன்வைத்து இயக்கம் நடத்தப்பட்டது. பென்சில்வேனியாவில் நிலக்கரிச் சுரங்கத் தொழிலாளர்களும், இரயில்வே தொழிலாளர்களும் குறைவான வேலை நேரத்தை வலியுறுத்தி 1877 ல் வேலை நிறுத்தத்தில் ஈடுபட்டனர்.

மாபெரும் வேலை நிறுத்தம்

இதைத் தொடர்ந்து அமெரிக்காவின் பல்வேறு மாநிலங்களில் உள்ள தொழிலாளர் இயக்கங்களை இணைத்து “அமெரிக்க தொழிலாளர் கூட்டமைப்பு” என்ற இயக்கம் உருவாக்கப்பட்டது. இவ்வியக்கம் 8 மணி நேர வேலை கோரிக்கையை முன்வைத்து தொடர்ந்து இயக்கங்களை நடத்தியது. அத்தோடு மே 1, 1886 அன்று நாடு தழுவிய வேலை நிறுத்தத்திற்கு அறைகூவல் விடுத்தது. இவ்வியக்கமே மே தினம் பிறப்பதற்கு காரணமாகவும் அமைந்தது.
தொழில் நகரங்களான நியூயார்க், சிகாகோ, பிலடெல்பியா, மில்வாக்கி, சின்சினாட்டி, பால்டிமோர், டெட்ராய்ட் என அமெரிக்கா முழுவதும் 3,50,000 தொழிலாளர்கள் பங்கேற்ற மாபெரும் வேலை நிறுத்தம் துவங்கியது. இவ்வேலை நிறுத்தத்தில் 1200க்கும் மேற்பட்ட நிறுவனங்களில் உள்ள தொழிலாளர்கள் பங்கெடுத்துக் கொண்டனர். தொழிலாளர்களின் எழுச்சிமிக்க வேலை நிறுத்தத்தினால், அமெரிக்க பெரு நிறுவனங்கள் மூடப்பட்டன. இரயில் போக்குவரத்து நடைபெறவில்லை. வேலை நிறுத்தத்தில் பங்கேற்ற தொழிலாளர்களின் பேரணி அமெரிக்காவை உலுக்கியது. மிக்சிகனில் மட்டும் 40,000 தொழிலாளர்களும், சிக்காகோவில் 70 ஆயிரத்திற்கும் மேற்பட்ட தொழிலாளர்களும் இந்த பேரணியில் கலந்துக் கொண்டனர்.
சிக்காகோ பேரெழுச்சி
மே 3, 1886 அன்று “மெக்கார்மிக் ஹார் வெஸ்டிங் மெஷின் நிறுவனத்தின்” வாயிலில் 3000-க்கும் மேற்பட்ட தொழிலாளர்கள் அணி திரண்டு கண்டனக் கூட்டத்தை நடத்தினர். இங்கு இடம்பெற்ற கலவரத்தில் நான்கு தொழிலாளர்கள் காவல் துறையினரின் துப்பாக்கிச் சூட்டிற்குப் பலியாயினர். இச்சம்பவத்தை கண்டிக்கும் வகையில் ஹே மார்க்கெட் சதுக்கத்தில் மே 4 அன்று மாபெரும் கண்டன கூட்டம் ஒன்றை தொழிலாளர்கள் அறிவித்தனர் . இது அரசினால் தடை செய்யப் பட்டது . தடையையும் மீறி 2500 தொழிலாளர்கள் பேரணியாக ஹே மார்கெட் நோக்கிச் சென்றனர். இந்நேரத்தில் காவல்துறையினர் ஏவி விடப்பட்டனர். அனைவரையும் கலைந்து செல்லுமாறு காவல் துறை அறிவித்தது . இவ்வேளையில் திடீரென்று கூட்டத்தில் வெடிகுண்டு வீசப்பட்டதில் அந்த இடத்திலேயே ஒரு காவலர் பலியானார். இதனால் கலவரமடைந்த போலீசார் கூட்டத்தினர் மீது துப்பாக்கிச் சூடு நடத்தித் தொழிலாளர்களைத் தாக்கினர். துப்பாக்கிச் சூட்டில் 20 க்கும் மேற்பட்ட தோழர்கள் பலியாயினர். அத்துடன் தொழிலாளர் தலைவர்களை கைது செய்து தேசத் துரோகக் குற்றம் சாட்டப்பட்டு வழக்குத் தொடுத்தனர். இந்த வழக்கு ஜூன் 21, 1886 அன்று துவங்கியது. இதன் முடிவாக 7 பேருக்கு தூக்குத் தண்டனை வழங்கப்பட்டது.
அமெரிக்காவின் கருப்பு தினம்
நவம்பர் 11, 1887 அன்று தொழிலாளர் தலைவர்கள் ஆகஸ்ட் ஸ்பைஸ், ஆல்பிரட் பார்சன்ஸ், அடொல்ஃப் ஃபிஷர், ஜார்ஜ் ஏங்கல் ஆகியோர் தூக்கிலிடப்பட்டனர். இது அமெரிக்காவின் கறுப்பு தினமாக தொழிலாளர்களால் அறிவிக்கப் பட்டது. நவம்பர் 13, 1887 அன்று நடைபெற்ற இறுதி ஊர்வலத்தில் அமெரிக்க தேசமே அணி திரண்டது. நாடு முழுவதும் ஐந்து லட்சம் பேர் இவர்களது இறுதி ஊர்வலத்தில் கலந்து கொண்டதோடு, அமெரிக்கா முழுவதும் கறுப்பு நிறமேந்தி கண்டனக் குரல் எழுப்பினர் .அமெரிக்க தொழிலாளர்களின் 8 மணி நேர வேலைக்கான போராட்டமும், சிகாகோ தியாகிகளின் தியாகமும்தான் இன்றைக்கு மே தினமாக – உழைப்பவர் தினமாக நம்முன் நிற்கிறது.
அனைத்துலக தொழிலாளர் போராட்டம்
1889 ஜூலை 14 அன்று பாரீசில் சோசலிசத் தொழிலாளர்களின் ‘’சர்வதேச தொழிலாளர் பாராளுமன்றம்’’ கூடியது. 18 நாடுகளில் இருந்து 400 பிரதிநிதிகள் இக்கூட்டத்தில் பங்கேற்றனர். பிரெட்ரிக் ஏங்கெல்ஸ் உட்படப் பலர் கலந்துகொண்ட இக்கூட்டத்தில் கார்ல் மார்க்ஸ் வலியுறுத்திய 8 மணி நேர போராட்டத்தை முன்னெடுத்துச் செல்வது என்றும், சிக்காகோ சதியை இம்மாநாடு கடுமையாக கண்டித்ததோடு, 1890 மே 1 அன்று அனைத்துலக அளவில் தொழிலாளர்கள் இயக்கங்களை நடத்திட வேண்டும் என்றும் அறைகூவல் விடப்பட்டது.உலகத் தொழிலாளர்கள் அனைவரும், எட்டுமணி வேலை நேரத்திற்காக போர்க்குரல் கொடுக்கவேண்டிய நாள் மே 1 என்று அறிவிக்கப்பட்டது. இந்த அறைகூவலே மே முதல் நாளை, சர்வதேச தொழிலாளர் தினமாக, மே தினமாக கடைப் பிடிப்பதற்கு வழிவகுத்தது.
இதைத் தொடர்ந்து தொழிலாளர்களின் உரிமைக் கோரிக்கையும், அதற்கான இயக்கமும் வலிமை பெற்றன. நாளொன்றுக்கு எட்டுமணி நேரம் மட்டும் உழைக்கும் உரிமையும், வாரத்தில் ஒரு நாள் விடுமுறையும் உலகம் முழுதும் கொஞ்சம் கொஞ்சமாக நடைமுறைக்கு வரத் தொடங்கின. உழைக்கும் மக்களை உலகம் மனிதாபிமானத்தோடு பார்க்கக் கற்றுக்கொண்டது.

மே தினம் - வரலாற்று நிகழ்வு
அமெரிக்கத் தொழிலாளர்களின் எட்டு மணி நேர வேலைக்கான போராட்டமும், சிகாகோ போராளிகளின் தியாகமும்தான் இன்றைக்கு மே தினமாக, உழைப்பாளர்களின் தினமாக நம் முன் நிற்கிறது. இப்படியாக, பொதுவுடைமைத் தத்துவத்திற்கு பெரும் எதிர்ப்பு காட்டி வரும் அமெரிக்காவில்தான் உழைப்பாளர்களின் அடிப்படை உரிமை முதன் முதலில் நிலைநாட்டப்பட்டது என்பது வரலாறு காட்டும் பாடம் ஆகும். எங்கு அழுத்தம் அதிகமாகிறதோ அங்கு நிச்சயம் புரட்சி வெடித்துக் கிளம்பும்.
பெற்ற சுதந்திரம் பறி போகிறது !
நேற்று வரை நம் முன்னோர்களின் தியாகத்தால் நாம் பெற்ற இந்த 8 மணி வேலை என்ற சுதந்திரம் , இப்போது ஏகாதிபத்திய அரசுகளால், முதலாளித்துவ சக்திகளால், பன்னாட்டு நிறுவனங்களால், நம்மை அடகு வைக்கும் ஆளும் நாலாந்தர அரசியல்வாதிகளால் படிப்படியாகப் பறிக்கப் படுகிறது. 10 மணி நேரம் , 12 மணி நேரம் நீ வேலை செய்தால் என்ன என்று நம்மிடமே கொடூர எண்ணம் கொண்ட அதிகாரிகளால் இன்று தைரியமாக கேட்கப் படுகிறது . மீண்டும் அடிமைச் சாசனம் எழுதப் படுகிறது.
மீண்டும் புரட்சிக்கு தயாராவீர் !
இதிலிருந்து நாம் மீள வேண்டுமானால் , பெற்ற சுதந்திரம் பறிபோகாமல் காக்கப் படவேண்டுமானால் என்ன தியாகத்திற்கும் நாம் தயாராக வேண்டும். தொழிற் சங்கம் என்ன செய்தது என்று கேட்பதை விட்டு , நாம் என்ன செய்ய வேண்டும் என்ற உணர்வு ஒவ்வொரு தோழனிடமும் வெடித்துக் கிளம்ப வேண்டும். அதிகார மிரட்டலுக்கு அடி பணியாது , தண்டனை களுக்கு பயந்து ஓடாது , போராட்ட குணம் வளர்க்கப் பட வேண்டும். தொழிலாளர் சக்தி அற்ப எண்ணங்களுக்காக பிரிக்கப்படாமல் , ஒன்று படுத்தப் படவேண்டும். மீண்டும் வரலாற்றுப் போருக்கு இளைஞர்களை நாம் தயார் செய்திட வேண்டும் . இதுவே மே தின தியாகிகளுக்கு நாம் செய்திடும் உண்மையான அஞ்சலி ஆகும்.

NATIONAL JOINT COUNCIL OF ACTION DECLARES NATIONWIDE INDEFINITE STRIKE FROM 23RD NOVEMBER 2015


PRESS STATEMENT

            We send herewith a copy of the resolution adopted by the massive rally of the Central Government employees held today 28.4.2015 at Jantar Mantar. New Delhi declaring that if no settlement is brought about  on the ten points charter of demands, the Central Government employees in all the De-departments of the Government of India will go on indefinite strike action from 23.11.2015.

            The rally was held under the chairmanship of Shri M. Raghavaiah, General Secretary, National Federation of Indian Railwaymen.  Shri Shiv Gopal Mishra convenor of the NJCA conducted the proceedings.   The resolution was moved by Com. K.K.N. Kutty, President, Confederation of Central Government employees and workers, New Delhi.  Besides, the Chairman and Convenor of the NJCA, the other who spoke at the rally include S/Shri Rakal Dasgupta, President, All India Railwaymen Federation, Guman Singh and Bhatnagar of the National Federation of Indian Railwaymen, Shri M. Krishnan, Secretary General, Confederation of Central Government employees and workers, R.N. Parashar, Secretary General, National Federation of Postal Employees, Shri D. Theagarjan, Federation of National Postal organisations, Shri Sreekumar and Pahak of All India Defence Employees Federation, Srinivasan of the Indian National Defence Workers Federation, Harbhajan Singh Sidhu, General Secretary, HMS and many others. It was decided that the Railway and Defence Federation will take the strike ballot in the month of October, 2015.  More than a lakh of workers participated in the rally.  The copies of the resolution were handed over to the honourable Speaker, Lok Sabha and the Honourable Prime Minister by a delegation of the National Joint Council of Action

RESOLUTION ADOPTED AT THE MASSIVE RALLY AT JANTAR MANTAR (PARLIAMENT STREET) ON 28 APRIL 2015

The massive congregation of the representatives of Central Govt Employees who have come from various parts of the country held at Jantar Mantar before the Indian Parliament on 28-04-2015 decided to commence the indefinite strike action from 23rd November 2015 from 6 AM having failed to elicit any positive response from the Government in settlement of the 10 point Charter of Demands submitted months back. It was also decided that the Railways and Defence organizations will conduct the strike Ballot as per the provision of the Industrial Disputes Act and Recognition Rules before commencing the strike from 23-11-2015.

The massive gathering adopted the resolution unanimously exhorting the central Govt. Employees to prepare for the eventual strike action in all earnestness and make it a historic one.

The meeting congratulates the employees for forging exemplary unity and carrying out various programmes chalked out by the National Joint Council of Action (NJCA) after the national convention on 11th December 2014. Even though the Govt. was compelled to set up the 7th CPC on account of the sanctions generated through the action programmes, Govt. has refused to grant Interim Relief and merger of DA and excluded the Gramin Dak Sewaks of the Postal Department from the ambit of the 7th CPC.

It is a matter of regret that in spite of public admission of non-privatisation of Indian Railways by Prime Minister of India and assurance of Minister of Railways on various occasions, including Parliament, Dr. Deb Roy Committee had submitted a report which is a clear roadmap for privatisation of IR. 

The meeting noted that the Government has purposely ensured the closure of Joint Consultative   
Machinery, the negotiating forum set up in 1966 for Central Government Employees to discuss and bring about settlement of their demands.

The meeting chaired by Secretary (Personnel) on 25th February 2015  did not bring about settlement on any single issue of the Charter of Demands.

The meeting unanimously decided to demand before the Government to convene the meeting of National Council, JCM immediately and settle the following charter of demands, if at all it wants to avoid confrontation with its own employees.

CHARTER OF DEMANDS:

1.    Effect wage revision of the Central Government Employees from 01.01.2014, accepting the memorandum of the Staff Side JCM; ensure 5-year wage revision in future; grant Interim Relief and Merger of 100% of DA. Ensure submission of the 7th CPC report within the stipulated time frame of 18 months; include the Grameen Dak Sewaks within the ambit of the 7th CPC.  Settle all anomalies of the 6th CPC.

2.    No privatisation, PPP or FDI in Railways and Defence Establishments and no corporatisation of postal services.

3.    No Ban on recruitment/creation of post.

4.    Scrap PFRDA Act and re-introduce the defined benefit statutory pension scheme.

5.    No outsourcing; contractorisation, privatisation of governmental  functions; withdraw the proposed move to close down the Printing Presses; the publication, form store and stationery departments and Medical Stores Depots; regularise the existing daily rated/casual and contract workers and absorption of trained apprentices.

6.  Revive the JCM functioning at all levels as an effective negotiating forum for settlement of the demands of the CGEs.

7.    Remove the arbitrary ceiling on compassionate appointments.

8.    No labour reforms which are inimical to the interest of the workers.

9.    Remove the ceiling on payment of Bonus.

10. Ensure five promotions in the service career.


The meeting authorized the National JCA to take appropriate and necessary steps needed to make the indefinite strike beginning from 23rd November 2015 an unprecedented and grand success.

20 years’ Service enough for full pension even for Pre-2006 Pensioners - An Outcome of Supreme Court Judgment on this issue


Apex Court dismissed SLP No.C…/2014 CC No (s) , 20144/2014 on 20-02-2015. This SLP was arising out of final judgment of Kerala High Court at Ernakulam dated 07.01.2014 in OPCAT No.8/2014 viz., Union of India vs M.O.Inasu.The Kerala High Court judgment under question was a judgment of Ernakulam Bench of CAT filed by Mr.M.O.Inasu and Mr.K.Ramachandran Unnithan made on re-hearing as directed by the Kerala High Court that ordered to implement the  6th CPC recommendation of reducing the required 33 years of service into 20 years’  for grant of full qualifying pension of 50% of LPD or 10 months average whichever is greater to Pre-2006 Pensioners.Kerala Comrades have supplied the judgment of CAT Ernakulam Bench viz., OA No.715 of 2012 with OA No.1051 of 2012. The OA No.715 of 2012 pertains to the case filed by Mr.M.O.Inasu  and the OA No.1051 of 2012 pertains to the case filed by Mr. K.Ramachandran Unnithan . Both of them were retired Deputy office Superintendent in Excise Department. The above referred Kerala High Court judgment and the dismissal of SLP by the Apex Court have come as final outcome of both of their OAs in Ernakulam Bench of CAT.The crux of the judgment of Ernakulam Bench of CAT upheld by Kerala High Court as well as by the Apex Court is as follows:
  1. Both M.O.Inasu and K.Ramachandran Unnithan are Pre-2006 Pensioners. They were Ex-Servicemen and thereafter Deputy Superintendent in Excise Department before retirement. Their combined services were less than 33 years of service and therefore they were granted only pro-rata pension and not full pension @ 50% of 10 months average pay.
  1. Both claimed for full pension @ 50% of their last pay drawn as recommended by the 6th CPC for employees with 20 years of qualifying service instead of 33 years.
  1. Tribunal initially considering as to whether the Pre-2006 Pensioners are eligible for 50% of the minimum pay in the relevant Pay Band plus GP even if they do not have put in 33 years of qualifying service came to the conclusion that they are not entitled to and dismissed the OAs as above.
  1. The Pre-2006 Pensioners appealed in Kerala High Court against the order of the CAT Ernakulam.
  1. Kerala High Court had set aside the order of the CAT Ernakulam Bench vide O.P.(CAT) Nos.898/2013 and 1409/2013 vide judgement dated 04.06.2013 and directed the CAT to re-hear the applications and consider entries at Sl. Nos. 2 and 12 of the Resolution No. 38/37/08-P&PW(A) dated 29.08.2008 of the Ministry of Finance.
  1. The Ernakulam Bench of CAT based on the observation made by the High Court thereafter had pointed out the para 4.2 of the OM dated 01.09.2008, that there is no  stipulation of any minimum period of service for eligibility of  pension @ 50% of the minimum of the pay in the Pay Band  plus Grade Pay of the post from which the pensioner had  retired. According to para 4.2, it is made clear that the pension should in no case shall be lower than 50% of the  minimum of the pay in the Pay Band plus Grade Pay  corresponding to the pre-revised pay scale from which the pensioner had retired. Therefore, denial of 50% f the pay  as basic pension is illegal and arbitrary.
  1. The Ernakulam Bench also pointed out the order of the Principal Bench of CAT Delhi that quashed the OM dated 03-10-2008 and 14-10-2008 and therefore the above two OMs are no more valid and no more in force. Therefore the decision of the CAT Delhi Principal Bench is also applicable to the applicants.
  1. The Bench also referred to the Principal Bench judgment and ruled that the benefit of 50% of minimum of pay in the pay band plus relevant Grade Pay shall be paid to the Petitioners even though they did not render 33 years of qualifying service.
The judicial verdict is another blow to the Government’s mis-interpretation on the following two counts:
  1. The minimum of Pay Band plus relevant GP instead of minimum of the pay in the Pay Band plus relevant Grade Pay of the Pre-2006 pensioners;
  1. 20 years Qualifying service instead of 33 years of qualifying service is applicable only for post-2006 retirees and not for Pre-2006 Pensioners.
In the background of this historic judgment all are requested to find out about such Pre-2006 pensioners who are denied full pension for not putting in 33 years service and make them represent for grant of full pension @ 50% of the minimum of pay in Pay Band plus Grade pay for the particular cadre in which they retired before 2006.

STRIKE MEETING CONDUCTED AT CHENNAI ON 25.04.2015

அன்புத் தோழர்களுக்கு வணக்கம். நேற்று (25.04.2015) மாலை 06.00 மணியளவில் சென்னை CHIEF  POSTMASTER  GENERAL  அலுவலக வளாகத்தில் 06.05.2015 முதல் நடைபெற உள்ள  அஞ்சல் JCA  வின் காலவரையற்ற வேலை நிறுத்தத் தினை ஒட்டி சிறப்புக் கூட்டம் நடைபெற்றது. 

இந்த கூட்டத்திற்கு தமிழக அஞ்சல் JCA  வின் தலைவரும் FNPO  அஞ்சல் நான்கின் மாநிலச் செயலருமான  தோழர். குணசேகர் அவர்கள் தலைமை வகித்தார். தமிழக அஞ்சல் JCA  வின் கன்வீனரும்  NFPE  அஞ்சல் மூன்றின் மாநிலச் செயலருமான  தோழர். J . இராமமூர்த்தி  முன்னிலை வகித்து வரவேற்புரை யாற்றினார்.  கூட்டத்தில் FNPO  சம்மேளனத்தின் மாபொதுச் செயலர் தோழர். D. தியாகராஜன் , NFPE  சம்மேளனத்தின் உதவி மாபொதுச்  செயலர் தோழர். S .ரகுபதி, AIPEU  GDS  NFPE  சங்கத்தின் பொதுச் செயலாளர் தோழர்.P .பாண்டு ரங்கராவ் ஆகியோர்  கலந்து கொண்டு வேலை நிறுத்தத்தின் காரணங்களை விளக்கிப் பேசினர்.

நம்முடைய இலாக்காவின்  அரசுத்துறை கட்டமைப்பு காக்கப்பட வேண்டும். GDS ஊழியர்கள்  ஏழாவது ஊதியக் குழு வரம்புக்குள் கொண்டுவரப்பட வேண்டும்,  CADRE  சீரமைப்புத் திட்டம் மேலும் காலதாமதம் செய்யப்படாமல் உடன் நிறைவேற்றப் படவேண்டும் என்பதை வலியுறுத்திப் பேசினார்.  NFPE  அஞ்சல் நான்கின் மாநிலச் செயலர் தோழர். TAMILNADU CIRCLE REGIONAL COUNCIL (JCM) RECONSTITUTED

நம்முடைய  RJCM  ஊழியர் தரப்பு செயலர்  தோழர். J .R . அவர்களின்  
17.04.2015 கடிதத்தில் வைத்த கோரிக்கைக்கு இணங்க  தற்போது மீண்டும் RJCM  அமைப்பு தமிழக அஞ்சல் வட்டத்தில் புதுப்பிக்கப்பட்டுள்ளது. இதற்கான RJCM  கூட்டம் விரைவில் அறிவிக்கப்பட உள்ளது என்பதை மகிழ்ச்சியுடன் தெரிவித்துக் கொள்கிறோம்.
