A DEMAND TO 7th CENTRAL PAY COMMISSION(CPC)-CHILD CARE LEAVE(CCL) FOR MALE GOVT EMPLOYEES

We know that a lot of anomalies pending in front of National Anomaly Committee.Few of them were solved and remaining anomalies will be discussed in the next NAC meeting.Even though central govt announced 7th CPC.It is a amicable news for CG employees.This is the time to speak out the problems we faced in 6th CPC through social media and blogs.Child Care Leave is one of the important issue to male central government employees.

To be in synchronised pattern with the Fastidious modern world and to fulfil a family's basic needs such as begetting good education for their child's fruitful future it becomes at most necessity that both the husband and wife should earn for their family.

The reality of high priced commodities which the common man can relish only in his dreams. The mountanious rise of land value which acts as a ardent barrier for fulfilling one own dream home,the dizziness caused by cost of rental houses and finally the enormous increase to gigantic proportion of the fees paid to schools for getting a decent education to their children-These force and make it definite that both the life partners should earn to make both ends meet.

In this economic warfare the grave truth is that the children who should be in the warmth and care of their parents spend and shove their time in the company of electronic gadgets

During important moments i.e the childs ill health , the childs important examination days the 6th pay commission has paved way for the mother to be by the childs sideby, the introduction of the plan known as CCL it has been whole heartedly welcomed by one and all .

Having borne in its mind that todays childcare the sculptors of tomorrows modern india, the central government has given this CCL which is a formidable concession

Of the couples who got towork to earn their living ,those of them who are both central govt employees are very few.

In certain families the husband will be a central govt employee while the wife may work in a private firm.
In some others the husband may work in a private firm while his spouse may work in a central govt institution

For instance let us keep in mind that the husband is a central govt employee and his wife workes in a private institution the critend is that they would not reap the beneath of CCL as it as certained only to the female central govt employee.

We are all very well aware that the children need the warmth and care of both parents in equal measures.If it is so why then the central govt has not alloted CCL for their male employees.

During pregnancy time the female central govt employee are given maternity leave On similar basis the male employees are given paternity leave.This seems to be acceptable to a certain extent.But [to say frankly] the allotment of CCL only to the female central govt employee is not acceptable.

It is the same payment for same work for both the female and male employees in a central govt institution.Similarly the concessions given should be in common for both of them.If a female employee is given two years CCL the male employee also can be given nearly the same if not equal.

There are grounds on which a male central govt employee loses his wife or he diverses why hasn't the govt not taken in to consideration the condition of their children.Henceforth ccl should be given to the male central govt employees though certain conditions can be imposed. Only then the reason for which this concession (ccl) has been introduced could be realised to it full extent.

New Postal Act could deal blow to $2-bn courier sector


In what could significantly raise the operating cost of corporations and have huge implications for the $2-billion Indian , as well as for individual consumers, the (DoP) is in advanced stages of proposing amendments to the 100-year . The amendments, soon to be moved to Parliament for discussion, will mandate courier companies to charge at least Rs 70 for every non-local courier. This is double the minimum Speed Post rate and significantly higher than what courier companies normally charge for small packets.

The changes, vetted by the law ministry, have also proposed setting up a regulator for the sector on the lines of the Telecom Regulatory Authority of India (). Courier companies will also have to set up a mechanism for "grievance redressal, track and trace facility and compensation", a government official told Business Standard on condition of anonymity. The department feels it is servicing many areas such as delivery of letters at a very subsidised cost under the Universal Service Obligation () mandate. However, private players are cannibalising on it by offering services at an equivalent or much cheaper price.

“In the garb of express services, they are providing services they should not be… By the Indian Postal Act, these areas are sole privileges of the postal department under the reserve area,” said the postal official. The department has been trying to push through these changes for several years, but has always met sectoral opposition. This time, too, companies are crying foul about the provisions, calling these monopolistic and anti-competitive. “This would totally fall foul of the Competition Act,” said Vijay Kumar, chief operating officer, Express Industry Council of India.

The department had asked for stakeholder comments in 2011, promising to put the entire draft of the new Bill online for public review, something which hasn’t happened so far, added Kumar. “It is clear DoP wants to shackle the entire industry for its inefficiencies.” If something like this comes into effect, a majority of the small and medium players in the industry will be wiped out of business, having a huge negative impact on downstream employment, said Kumar.

The department has argued that unlike sectors such as telecom, postal services cannot ask private players to contribute towards the USO fund for a larger good as the sector is too unorganised. Internationally, countries such as the US and the UK provide for certain privileges and reserve an area for the national post organisation to make up for the USO fund, where private players have to necessarily charge certain times the rates offered by the national post administrator, said the postal official.

In the plan, the new Act will define letters as anything under 50g and since it is a monopoly of DoP, private players will have to take a licence to operate in that area. More, they will have to charge a minimum of twice the Speed Post rate, which is Rs 35 for all India minus local delivery. “Even for packages which are above 50g, they will have to charge that minimum rate, otherwise, players will exploit the fact that for a 50g package, they will have to charge Rs 70 and a 51g package can be delivered for Rs 10 or Rs 20.”

But the industry has been countering the argument by saying in all countries which have a price multiple to administer USO, the price multiple is always on the lowest weight slab of the letter segment. “A price multiple will only ensure the overall cost for Indian consumers are pushed up.”

Meanwhile, the department is also working on a postal policy, which is expected to come up in the Cabinet soon for approval. The policy, which states the intent of the government to affect all these changes in the Act, will also include the departments’ plans with respect to e-commerce and its proposed banking foray.

Moreover, the department has identified 4,000-5,000 “fly-by-night” operators and plans to check on the malpractices in the sector by appointing a regulator, who will set some “accountability standards along with making sure that operator is registered and provides a minimum level of service,” the official said. The regulator will be an independent officer appointed by the Union minister for communications and information technology, like in the case of Trai.

Kumar also said the need for licensing and registration will bring the sector back to the licence raj era. “…Several steps backward when the government of India is looking at attracting foreign investments into the sector.”
 

Highlights of draft Post Office Bill 
Couriers can carry letters even within 150 gm and 50 gm (the reserve area for India Post) subject to them charging twice the postal rates for letters and twice the rates for express service.
All operators will require registration for providing any type of courier service.
There is no registration fee or license fee. 
But license will be required only for reserve area, USO and letter mail of any courier service in India, who shall be called a Registered Courier.
Licensing conditions involve adherence to quality, guarantee relief to customers in case of any deficiency in service and commitment to ensure confidentiality and security of letter.
An Appellate Authority is proposed for redressal of grievances of any person aggrieved by an order of Registration Authority.

7th CENTRAL PAY COMMISSION

7th pay commission for central government employees announced. (effect from January 1, 2016)

ANNOUNCEMENT OF 7TH CPC IS ONE STEP FORWARD AND IT IS THE VICTORY OF THE WORKERS WHO FOUGHT FOR IT.

டெல்லி: மத்திய அரசு ஊழியர்களின் கோரிக்கையை ஏற்று 7வது ஊதியக் குழுவை நியமித்து பிரதமர் மன்மோகன்சிங் இன்று உத்தரவு பிறப்பித்திருக்கிறார். 7வது ஊதியக் குழு அமைத்து அதன் பரிந்துரைகளை செயல்படுத்த வேண்டும் என்பது மத்திய அரசு ஊழியர் சங்கங்களின் நீண்டகால கோரிக்கை. இந்த ஊதியக் குழுவில் வேறு பல ஊழியர்களையும் இணைக்க வேண்டும் என்றும் வலியுறுத்தப்பட்டு வந்தது. இந்த நிலையில் இன்று ஐநா பொதுச்சபை கூட்டத்துக்கு நியூயார்க் செல்வதற்கு முன்பாக 7வது ஊதியக் குழுவை நியமித்து பிரதமர் மன்மோகன்சிங் உத்தரவு பிறப்பித்துள்ளார். இந்த ஊதியக் குழு 2 ஆண்டுகாலம் செயல்படும். இக் குழுவின் பரிந்துரைகள் 2016ஆம் ஆண்டு ஜனவரி 1-ந் தேதி முதல் நடைமுறைக்கு வரும். இதன் மூலம் 50 லட்சம் அரசு ஊழியர்கள் பயனடைவர். அண்மையில்தான் மத்திய அரசு ஊழியர்களுக்கு 10% அகவிலைப்படியை மத்திய அரசு உயர்த்தி அறிவித்திருந்தது குறிப்பிடத்தக்கது.

GDS bonus ceiling raised from Rs.2500 to Rs.3500 from this year itself


GDS Bonus ceiling for Rs.3500/- has been approved by the Cabinet today. The bonus is sanctioned with prospective effect (i.e) from this year itself.


மத்திய அரசின் சிக்கன நடவடிக்கையாக ஓராண்டுக்குமேல் காலியாக உள்ள பதவிகளை ஒழித்திட உத்திரவிட்டுள்ளதை எதிர்த்து எதிர்வரும் 25.09.2013 அன்று  பணியிடங்களில் கண்டன ஆர்ப்பாட்டம் நடத்திட  முடிவு எடுக்கப் பட்டுள்ளது.  அதன் அடிப்படையில் சென்னை பெருநகரம் உள்ளிட்ட அனைத்து கோட்ட/ கிளைகளிலும் ஆங்காங்கே  இதற்கான கண்டன ஆர்ப்பாட்டம் நடத்திட  வேண்டுகிறோம்.

HIGHER RATE OF HRA AND TRANSPORT ALLOWANCE FROM 01.03.2011 BASED ON CENSUS 2011 REPORT


அன்புத் தோழர்களுக்கு வணக்கம் !


நேற்றைய தேதியில் உயர் வீட்டு வாடகைப் படி பெறுவதற்கான நம் மாநிலச் சங்கத்தின் முயற்சி குறித்தும் அதன் மீது நம் அகில இந்திய சங்கத்தின் செயல் பாடு குறித்தும் , இதன் காரணமாக DIRECTORATE  இல் இருந்து அனைத்து CPMG மற்றும் GM  FINANCE  க்கு அனுப்பப் பட்டுள்ள கடித்தத்தின் நகல் குறித்தும் தெளிவாக  தெரிவித்திருந்தோம். 

எனவே  இது குறித்து கோட்ட/ கிளைச் செயலர்கள் உடனடியாக விரைந்து செயல்பட கேட்டுக் கொண்டிருந்தோம். 

தற்போது  CENSUS 2011 புள்ளி விபரங்களின் அடிப்படையில் எந்த எந்த பகுதிகள்  URBAN AGGLOMERATION  பகுதியாக உயர் வீட்டு வாடகைப்படி அறிவிக்கப் பட்ட பெரு  நகரங்களை சார்ந்து வருகிறது என்பதை கண்டு பிடிக்க முடியவில்லை என்றும்,  இதன் மேல் விபரங்கள் புரியவில்லை என்றும்  பல செயலர்கள் தெரிவித்தார்கள் .அது குறித்து சில விபரங்களை உங்களுடன் பகிர்ந்துகொள்ள மாநிலச் சங்கம் விரும்புகிறது.

நமது தமிழ் நாட்டை பொறுத்தவரை உயர் வீட்டு வாடகைப் படி பெறுவதற்கு தகுதியான  பகுதிகள் என்று ஏற்கனவே அறிவிக்கப் பட்டவை பட்டியல் கீழே பார்க்கவும் :-

1. X  CATEGORY CITY - CHENNAI - POPULATION - 50 LAKHS  AND  ABOVE - 30% HRA 

2. Y  CATEGORY CITY -
    COIMBATORE, MADURAI, TRICHY, SALEM, TIRUPUR, PONDICHERY -
    POPULATION - ABOVE 5 LAKHS AND BELOW 50 LAKHS -                              - 20 % HRA

3.  Z CATEGORY -  ALL OTHER  TOWNS -  POPULATION - BELOW 5 LAKHS - 10%   HRA

                                                    A . புதிய  Y  CATEGORY  பகுதி :-

இதில் தற்போது  ERODE  CITY  CENSUS 2011 புள்ளி விபர அடிப்படையில்  5 லட்சத்திற்கு மேல்  மக்கள் தொகை உள்ள பகுதியாக அறிவிக்கப் பட்டுள்ளது .எனவே  ஈரோடு நகரமும் , அது சார்ந்த URBAN  AGGLOMERATION  பகுதியாக CENSUS 2011 இல் அறிவிக்கப் பட்ட 

வீரப்பன்சத்திரம்,  சூரம்பட்டி,  காசிபாளையம், பவானி , சூரியம்பாளையம், 
பிராமண பெரிய அக்ரகாரம், பெரியசேமூர், மேட்டுநசுவம்பாளையம் ஆகிய பகுதிகள்  Y  CATEGORY  இல் 20 % HRA  பெற்றிட தகுதி வாய்ந்த பகுதிகளாகும். 
                                                B . புதிய URBAN AGGLOMERATION 

ஈரோடு தவிர கோவை, மதுரை, திருச்சி, சேலம், திருப்பூர் மற்றும் பாண்டிச்சேரி நகரை ஒட்டியுள்ள  உயர் வீட்டு வாடகைக்கு தகுதியான URBAN AGGLOMERATION  ஆக அறிவிக்கப் பட்ட பகுதிகள் பட்டியல் கீழே  அளித்துள்ளோம் . அந்த பகுதிகளும் 20% HRA  பெற தகுதியானவை ஆகும்.


                                                           C . சென்னை பெருநகர் 

சென்னை பெருநகர் ஏற்கனவே X  CATEGORY ஆக 30% HRA   பெற்றிட தகுதி பெற்றதாகும். இதன் விரிவாக்க பகுதியாக URBAN AGGLOMERATION ஆக CENSUS 2011 இல் அறிவிக்கப் பட்ட பகுதிகள் பட்டியல் கீழே அளித்துள் ளோம். அந்த பகுதிகள் தற்போது 10% HRA  பெற்று வருபவை ஆகும். இனி 30% HRA  வுக்கு தகுதியானவை  ஆகும். 

       D. சென்னை மற்றும் சென்னை UA  பகுதிகளுக்கு 
உயர் TRANSPORT ALLOWANCE 

A ) இலாக்கா உத்திரவுப்படி GRADE PAY Rs.4200 க்கு கீழும் PAY BAND 7440 க்கு கீழும் பெறுபவர்களுக்கு , புதிய URBAN AGGLOMERATION  பகுதியில் வந்தவர்களுக்கு  TRANSPORT ALLOWANCE  சென்னை பகுதியில் 600 + DA வாக கிடைக்கும் . இவர்கள் தற்போது 400+ DA பெறுகிறார்கள்.  

B ) இலாக்கா உத்திரவுப்படி  GRADE PAY  Rs .4200, 4600, 4800 பெறுபவர் களுக்கும்,  4200 க்கு கீழ் GRADE PAY பெற்று  PAY  BAND  7440 பெறுபவர் களுக்கு , புதிய URBAN  AGGLOMERATION பகுதியில்  வந்தவர்களுக்கு  TRANSPORT ALLOWANCE  சென்னை பகுதியில் 1600 + DA  வாக கிடைக்கும்.  இவர்கள் தற்போது 800 + DA பெறுகிறார்கள். 

E . முன்தேதியிட்டு அரியர்சுடன்  பட்டுவாடா பெறலாம் 

மேலே கூறிய இனங்களில் உயர் வீட்டு வாடகைப் படி மற்றும்  உயர் TRANSPORT ALLOWANCE  என்பது CENSUS 2011 அறிவிக்கப் பட்ட தேதியில் இருந்து வழங்கிட வேண்டும். அதாவது 1.3.2011 இல் இருந்து அரியர்சுடன்  வழங்கப் பட வேண்டும். 

தோழர்களே ! கோட்ட/ கிளைச் செயலர்களே ! தற்போது இந்த பிரச்சினையின் முக்கியத்துவம் உங்களுக்கு முழுவதும் தெரிந்திருக்கும் என்று எண்ணுகிறோம். நிச்சயம் நீங்கள் உங்கள் கோட்ட அதிகாரியிடம் பிரச்சினையை எடுத்துச் சென்று  உரிய PROPOSAL  அனுப்பிடவும். தகவலை மாநிலச் சங்கத்திற்கு உடன் தெரிவிக்கவும். நடக்க இருக்க உள்ள RJCM இல் இந்த பிரச்சினை குறித்து நாம் விவாதிக்க உள்ளோம். நிச்சயம்  தகுதியான அனைவருக்கும்  ஆயிரக்கணக்கான ரூபாய் அரியர்சுடன்  உயர் வீட்டு வாடகைப் படி மற்றும் உயர் TRANSPORT  ALLOWANCE  பெற்றிட முடியும்.

Post offices get ISO certification


The post offices were granted the certification as they followed norms for transactions specified in the citizen’s charter.

These post offices were chosen as they followed the norms for transactions like following a specific time limit given for various transactions such as booking of registered articles and insured parcels, money orders, speed posts and savings certificates.

The head post offices on Anna Salai and Mylapore were granted the certificates under the service quality management systems in accordance with IS 15700: 2005. They were among the five post offices that were granted the certification. The other post offices were those in Tiruchirapalli, R.S. Puram in Coimbatore and Palayamkottai.
Mervin Alexander, postmaster general, Chennai city region said that the certification provided by the Bureau of Indian Standards (BIS) is valid for three years.
These head post offices were chosen for ISO certification as they followed the norms for transactions specified in the citizen’s charter.
The norms include following a specific time limit given for various transactions such as booking of registered articles and insured parcels, money orders, speed posts and savings certificates. The post offices also delivered postal articles on time.
They also made other improvements to the services provided including creating a postal forum consisting of residents, an internal audit of the quality of services on a regular basis and feedback forms for customers.
“We are now planning to ensure such quality of service is in place at other head post offices too, in order to obtain ISO certification,” Mr. Alexander said.

MACP on Hierarchy: Supreme Court dismissed the Govt. petitions against HC Decision

The Principal CAT [OA 904/2012 dt. 26-11-2012], Delhi and the Punjab & Haryana High Court[CWP No. 19387 of 2011 (O&M) Date of Decision: 19.10.2011] have held that MACP is to be granted on promotional hierarchy and not on next higher Grade Pay as per the 6th Pay Commission Recommendation. The SLP filed by Union of India against the P&H decision was dismissed by the Supreme Court [CC 7467/2013].

12.09.2013 மாலை சுமார் 06.00 மணியளவில் தமிழ்  மாநில அஞ்சல் RMS  இணைப்புக் குழு கூட்டம் சென்னை எழும்பூர் RMS  அலுவலக மனமகிழ் மன்ற வளாகத்தில் நடைபெற்றது. கூட்டத்திற்கு  இணைப்புக் குழுவின் தலைவர் தோழர். K .ராஜேந்திரன் அவர்கள் தலைமை வகித்தார். கூட்டத்தில் உறுப்பு சங்கங்களின் மாநிலச் செயலர்கள்/ தலைவர்கள் உள்ளிட்ட இதர முக்கிய நிர்வாகிகளும்  கலந்துகொண்டனர்.  இதில் பல முக்கிய முடிவுகள் எடுக்கப் பட்டன. அதனை கீழே உங்கள் பார்வைக்கும் செயலாக்கத்திற்கும்தருகிறோம். 

   05.10.13 அன்று நடை பெற உள்ள மத்திய அரசு ஊழியர் 
   மகா சம்மேளனத்தின் தமிழ் மாநில  மாநாடு 

மத்திய அரசு ஊழியர் மகா சம்மேளனத்தின் மா பொதுச் செயலராக தோழர். கிருஷ்ணன் அவர்கள் தேர்ந்தெடுக்கப் பட்ட பின் ,  பல வேகமான நடவடிக்கை களை நாம் உணர்கிறோம் .  நமது அஞ்சல் பகுதியில் இருந்து அவர் சென்றுள் ளதால் , நமது  பொறுப்பும் மேலும் கூடுகிறது.

கடந்த ஜூலைத் திங்களில் மகா சம்மேளனத்தின் FEDERAL SECRETARIAT கூட்டத்தில் எடுக்கப் பட்ட முடிவின் படி  

   a )அனைத்து மாநிலங்களிலும் வேலை நிறுத்தம் குறித்த கருத்தரங்கம்  
       நடத்திட பணிக்கப் பட்டது . 

   b )இதனுடன் அனைத்து அமைப்புகளின் உறுப்பினர்களிடையே  ஏழாவது 
       ஊதியக்குழு உள்ளிட்ட 15 அம்சக் கோரிக்கைகளை நிறைவேற்றக்
       கோரி  காலவரையற்ற வேலைநிறுத்தம் நடத்திட ஊழியர் மத்தியில்
       வாக்கெடுப்பு  நடத்திடவும் முடிவு எடுக்கப் பட்டது. 

   c )மேலும் இதுவரை மாவட்ட அமைப்புகள்  மற்றும் மாநில அமைப்புக் 
       கான   மாநாடுகள் நடத்திடாத இடங்களில்  உடன் அந்தப் பணிகளை
      முடித்திட    தாக்கீது அனுப்பப் பட்டதன் அடிப்படையில் தமிழகத்தில் 
       மாநில மாநாடு  எதிர்வரும்  05.10.2013 அன்று சென்னையில் நடத்திட 
      முடிவெடுக்கப் பட்டுள்ளது.

கடந்த 2003 க்குப் பிறகு  10 ஆண்டுகள் இடைவெளியில் தற்போது மத்திய அரசு ஊழியர் மகா சம்மேளனத்தின் தமிழ் மாநில மாநாடு  மற்றும் புதிய நிர்வாகிகள்  தேர்வு நடைபெற உள்ளது  என்பதை நமது இணைப்புக் குழு மகிழ்ச்சியுடன் வரவேற்கிறது. மேலும் அன்றைய தேதியில் காலையில் நடைபெற உள்ள வேலை நிறுத்த கருத்தரங்கில்  நமது சம்மேளன மாபொதுச் செயலரும் , மகா சம்மேளன மா பொதுச் செயலருமான தோழர் M . கிருஷ்ணன் அவர்கள் கலந்து கொள்வது மேலும் சிறப்பு சேர்க்கிறது. ஆகவே NFPE  இன் அனைத்து உறுப்பு சங்கங்களில் இருந்தும் , அனைத்து கோட்ட/ கிளைகளில் இருந்தும் இந்த மாநாட்டில் அதிக அளவில்  முன்னணித் தோழர்கள் கலந்து கொள்வது என முடிவு எடுக்கப் பட்டது. 

அது போல, ஊதியக் குழு உள்ளிட்ட 15 அம்சக் கோரிக்கைகளின் மீதான கால வரையற்ற வேலை நிறுத்தம் குறித்த  ஊழியர் மத்தியில்  வாக்கெடுப்பு என்பது  மிக முக்கியமான  முடிவு.  1983 க்குப் பிறகு 30 ஆண்டுகள் இடைவெளியில்   நமது அஞ்சல் பகுதியில் தற்போதுதான்  நாம் இந்த முடிவினை மேற்கொள் கிறோம். இதனை எதிர்வரும்  செப்டம்பர் 25,26 மற்றும் 27 ம்  தேதிகளில்  நாம் தல மட்டத்தில்  நடத்தி முடிவினை தலைமைக்கு அறிவிக்க வேண்டும். அதன் அடிப்படையிலேயே  வேலை நிறுத்தம் குறித்த சட்ட பூர்வமான நோட்டீஸ் அரசுக்கு வழங்கப் படும்.  

இது குறித்து ஆங்கிலத்தில்  நமது சம்மேளனம்/ அகில இந்திய சங்கங்கள் அளித்துள்ள அறிக்கைகள் தெளிவான வழி காட்டுதலை நமக்கு அளித்துள்ளன. நமது தமிழ்மாநில இணைப்புக் குழு சார்பாக தமிழில் மேலே கூறிய நிகழ்வுகள் குறித்து  ஓரிரு நாட்களில் விரிவான சுற்றறிக்கை வெளியிடப் படும். ஆகவே இந்த வலைத்தள அறிக்கையை முன்னோட்டமாகக் கொண்டு உடன்  நமது கோட்ட / கிளைச் செயலர்கள் உறுப்பினர்களிடையே பிரச்சார இயக்கத்தை தொடங்கிட வேண்டுகிறோம்.  மேலும் பெருமளவில்  எதிர்வரும் 05.10.2013 அன்று நடைபெற உள்ள  மகா சம்மேளனத்தின் கருத்தரங்கு மற்றும் மாநாட்டில் கலந்து கொண்டிடவும்  வேண்டுகிறோம். 

இந்த இணைப்புக் குழுக் கூட்டம்  , நீதி மன்ற வழக்கில் பிரச்சினைக் குள்ளான அஞ்சல் நான்கு மாநிலச் சங்கம் ,  கருத்தொற்றுமை ஏற்பட்டு , நீதி மன்றத்தில் வழக்கு வாபஸ் பெறப்பட்டதை மகிழ்ச்சியுடன் ஏகமனதாக வரவேற்றது. இன்னும் ஒரு வார காலத்திற்குள் அஞ்சல் நான்கு மாநிலச் சங்கம் மீண்டும்  தோழர். V . ராஜேந்திரன்  அவர்களை மாநிலச் செயலராகக் கொண்டு முழு அங்கீகாரத்துடன்  செயல்பட உள்ளது என்பதையும் மகிழ்ச்சியுடன் அறிவிக்கிறது.  இனி NFPE இயக்கத்திற்குள்  தடைகள் எங்கும் இருக்காது  என்பது , நாம் பெருமைப்பட வேண்டிய  விஷயம்தானே !

STRIKE BALLOT - ENSURE IMPLEMENTATION
OF THE PROGRAMME AMONG THE
EMPLOYEES OF ALL AFFILIATED
ORGANISATIONS.
               As a final step before embarking upon a nation wide indefinite strike, Confederation of Central Govt. Employees & Workers has decided to conduct strike ballot on 2013 September 25,26 & 27th.  All affiliated organisations and C.O.Cs should take initiative to make the programme cent percent success.  Sample Bllot paper and Appeal along with 15 point charter of demands are published in the Confederation website and also sent by post to all affiliates and C.O.Cs.  Please translate the appeal and charter of demands into local language and distribute it to each and every employee before 23rd September, 2013.  On 25th, 26th and 27th September POLLING BOOTHSmay be opened in the premises of offices at all centres and ballot boxes may be placed in the booth.  Each and every employee may be requested to cast their vote in the ballot paper by marking “YES” or “NO”.  It is secret ballot and hence name of the employee shall not be written in the ballot paper.  On completion of the voting, the boxes may be opened and votes counted by the office bearers of the affiliated organisations and C.O.Cs.  Total number of employees voted, number of votes in favour of indefinite strike (YES), Number of votes against indefinite strike (NO), Invalid votes etc. should be intimated to the Confederation CHQ through C.O.Cs or where C.O.C. is not functioning through the affiliated organisation on or before 28th September 2013 by email: (Email ID: mkrishnan6854@gmail.com OR confederation06@yahoo.co.in).
               Intensive campaign among the employees should be conducted before the strike ballot by organising squad work, distributing pamplets, sample ballot papers, appeals, posters etc. and also by arranging meeting at all centres and offices.

Cabinet Committee on Dearness Allowance : Cabinet Committee may declare Dearness allowance for Central Government employees and Pensioners on tomorrow…


 As per the Labour Ministry recommendation, the Finance Ministry making arrangements to obtain the approval from the Union Cabinet on the agenda point.


 The agenda point may be taken for the discussion in the meeting to be held on tomorrow at New Delhi. The additional Dearness allowance of 10% from July 2013 to all CG Staff and Pensioners may be granted to compensate the price hike. The total Dearness allowance will go up to 90%.

LOK SABHA PASSES PFRDA BILL WITH SOME AMENDMENTS


Lok Sabha Passes Pension Fund Regulatory and Development Authority Bill, 2011 with official amendments; Subscribers Seeking Minimum Assured Returns Allowed to OPT for Investing their Funds in such Scheme Providing Minimum Assured Returns


The Pension Fund Regulatory and Development Authority Bill (PFRDA), 2011 was passed by the Lok Sabha today with official amendments. It was earlier introduced in Lok Sabha on the 24th March, 2011 to provide for a statutory regulatory body the Pension Fund Regulatory and Development Authority (PFRDA) under the provisions of the Bill. The legislation seeks to empower PFRDA to regulate the New Pension System (NPS). 

The PFRDA Bill, 2011 was referred to the Standing Committee on Finance on the 29th March, 2011 for examination and report thereon. The Standing Committee on Finance gave its Report on 30th August, 2011. Some of the key amendments incorporated in the Bill based on the recommendations of the Standing Committee on Finance are as follows: 

a) That the subscriber seeking minimum assured returns shall be allowed to opt for investing his funds in such scheme providing minimum assured returns as may be notified by the Authority; 

b) Withdrawals will be permitted from the individual pension account subject to the conditions, such as, purpose, frequency and limits, as may be specified by the regulations; 

c) The foreign investment in the pension sector at 26% or such percentage as may be approved for the Insurance Sector, whichever is higher; 

d) At least one of the pension fund managers shall be from the public sector; 

e) To establish a vibrant Pension Advisory Committee with representation from all major stakeholders to advise PFRDA on important matters of framing of regulations under the PFRDA Act. 

Beside above, the Bill would make the Pension Fund Regulatory and Development Authority a statutory authority. Presently, it has non-statutory status. The NPS is based on the principle that ‘you save while you earn’ especially for retirement and is mainly for those who have a regular income. 

This Bill would also provide subscribers a wide choice to invest their funds including for assured returns by opting for Government Bonds etc. as well as in other funds depending on their capacity to take risk. 

The NPS has been made mandatory for all the Central Government employees (except armed forces) entering service with effect from 1.1.2004. Twenty six (26) States have already notified NPS for their employees. NPS has been launched for all citizens of the country including un-orgnised sector workers, on voluntary basis, with effect from 1st May, 2009. 

Further, to encourage the people from the un-organised sector to voluntarily save for their retirement, the Government has launched the co-contributory pension scheme titled “Swavalamban Scheme” in the Budget of 2010-11. As on 14th August, 2013, the number of subscribers under NPS is 52.83 Lakh with a corpus of Rs.34, 965 crore. 

In order to effectively invest and manage huge funds belonging to a large number of subscribers and to ensure the integrity of NPS, creation of a statutory PFRDA with well defined powers, duties and responsibilities is considered absolutely necessary and would benefit all NPS subscribers. 

The PFRDA Bill authorizes the PFRDA to establish a Pension Advisory Committee by notification under Clause 44 of the PFRDA Bill, 2011. The object of the Pension Advisory Committee shall be to advise the Authority on matters relating to the making of the regulations under the PFRDA Act. 

Market based returns and wide coverage based on several investment options in the pension sector will build up the confidence in the subscribers, whereas withdrawals for limited purposes from Tier-I pension account will be an incentive for them to join NPS

நமது திருவரங்க கோட்டத்தில் இன்று மாலை 6.00 மணியளவில் திருவரங்க கோட்ட அலுவலக மற்றும் தலைமை அஞ்சலகம்  வாயிலின் முன்பாக    PFRDA  மசோதாவை எதிர்த்து   கண்டன ஆர்ப்பாட்டம் நடைபெற்றது. இதில் கோட்ட அலுவலக மற்றும் தலைமை அஞ்சலக தோழர்கள் , தோழியர்கள், Ammamandapam, Renganagar, Srinivasanagar, Kondayempettai மற்றும்  EVR Nagar ஆகிய துணை அஞ்சலக அதிகாரிகள் அனைவரும் இந்த கண்டன ஆர்ப்பாட்டதில் கலந்துகொண்டனர். துறையூர் தலைமை அஞ்சலகம், பெரம்பலூர் தலைமை அஞ்சலகம் மற்றும் முசிறி பகுதிகளிலும் கண்டன ஆர்ப்பாட்டம் நடைபெற்றது.
