THIS BEING THE COMMON ISSUE,  OUR GENERAL SECRETARY, WHO IS ALSO OUR SECRETARY GENERAL, HAS INITIATED ACTION AND TAKEN UP THIS MATTER WITH OUR SECRETARY POSTS FOR CONSIDERATION OF OUR REQUEST, AS IN THE CASE OF  BANKING SECTOR, ADMINISTRATIVE OFFICES,  POSTAL ACCOUNTS AND IN LIC. 

ALSO, THIS IS NOW PROPOSED TO BE TAKEN UP WITH THE JCM DEPARTMENTAL COUNCIL MEETING .  HOPE WE WOULD ACHIEVE THE DEMAND, THOROUGH OUR CONTINUED AND SUSTAINED EFFORTS.

மாநில அளவிலான GDS ஊழியர் கருத்தரங்கம்



AIPEU GDS NFPE சங்கத்தின் மாநில அளவிலான சிறப்புக் கருத்தரங்கம் எதிர்வரும் 28.02.2016 அன்று திருச்சி ரயில்வே ஜங்ஷன் பார்சல் ஆபீஸ் எதிரில் உள்ள SRMU சங்கக் கூட்ட அரங்கில் காலை 09.00 மணி தொடங்கி முழு நாள் நிகழ்வாக நடைபெற உள்ளது.
இதில் முக்கிய தலைவர்களான தோழர். M . கிருஷ்ணன், தோழர். K . ராகவேந்திரன், தோழர். K .V . ஸ்ரீதரன் , தோழர். R .N . பராசர் , தோழர். P . பாண்டுரங்கராவ் உள்ளிட்டோர் கலந்துகொண்டு கருத்துரையாற்றிட உள்ளார்கள். GDS ஊழியர்களுக்கான கமலேஷ் சந்திரா தலைமையிலான ஊதியக்குழுவுக்கு நாம் அளிக்க வேண்டிய கோரிக்கை மனு குறித்தும், பிப்ரவரி இறுதி வாரத்தில் அறிவிக்கப்பட உள்ள GDS ஊழியர் சங்கங்களுக்கான உறுப்பினர் சரிபார்ப்பில் நம்முடைய AIPEU GDS NFPE சங்கத்தை முதன்மை சங்கமாக ஆக்கிடுவது குறித்தும் விரிவான விவாதம் நடைபெற உள்ளது.

Our Postal Staff at St. Thomas Mount HO (Chennai) Smt. Vimalarani's son Benny (a) J V Ishi Abhraham, 7 years old won bronze medal for individual fighting in Asian Cup 2016 Karate tournament held at Kuala Lumpur. Out of 1200 participants from 10 countries participated in that tournament he got this distinction. So be a proud mother to feel proud the achievement of ur son. Hats Off.

Interest Rates of Small Saving Schemes to be recalibrated w.e.f. 1.4.2016 on a Quarterly Basis to align the small saving interest rates with the market rates of the relevant Government securities;

Interest rate on savings schemes based on laudable Social Development or Social Security Goals including Sukanya Samriddhi Yojana, the Senior Citizen Savings Scheme and the Monthly Income Scheme left untouched by the Government. 
            The National Savings Schemes (NSSs) regulated by the Ministry of Finance offer complete security of investment combined with high attractive returns. These schemes also act as instruments of financial inclusion especially in the geographically inaccessible areas due to their implementation primarily through the Post Offices, which have reach far and wide. 

            The small savings interest rates are perceived to limit the banking sector’s ability to lower deposit rates in response to the monetary policy of the Reserve Bank of India.  In the context of easing the transmission of the lower interest rates in the economy, the Government also has to take a comprehensive view on the social goals of certain National Small Savings Schemes.  Accordingly, it has been decided that the following shall be implemented with effect from 1.4.2016 with regard to National Savings Schemes:

  1.  The Sukanya Samriddhi Yojana, the Senior Citizen Savings Scheme and the Monthly Income Scheme are savings schemes based on laudable social development or social security goals.  Hence, the interest rate and spread that these schemes enjoy over the G-sec rate of comparable maturity viz., of 75 bps, 100 bps and 25 bps respectively have been left untouched by the Government. 

 2.  Similarly the spread of 25 bps that long term instruments, such as the 5 yr Term Deposit, 5 year National Saving Certificates and Public Provident Fund (PPF) currently enjoy over G-Sec of comparable maturity, have been left untouched as these schemes are particularly relevant to the self-employed professional and salaried classes.  This will encourage long term savings.

 3.  The 25 bps spread that 1 yr., 2yr. and 3 yr. term deposits, KVPs and 5 yr Recurring Deposits have over comparable tenure Government securities, shall stand removed w.e.f. April 1, 2016 to make them closer in interest rates to the similar instruments of the banking sector.  This is expected to help the economy move to a lower overall interest rate regime eventually and thereby help all, particularly low-income and salaried classes.

4.  The interest rates of all small saving schemes would be recalibrated w.e.f. 1.4.2016 on a quarterly basis as given under, to align the small saving interest rates with the market rates of the relevant Government securities;

       5.   The compounding of interest which is biannual in the case of 10 yr National Saving Certificate (discontinued since 20-12-2015), 5 yr National Saving Certificate and Kisan Vikas Patra, shall be done on an annual basis from 1.4.16.

     6.    Premature closure of PPF accounts shall be permitted in genuine cases, such as cases of serious ailment, higher education of children etc,. This shall be permitted with a penalty of 1% reduction in interest payable on the whole deposit and only for the accounts having completed five years from the date of opening.

7.  In pursuance to the decision as mentioned in Para 4 above, the rates of interest applicable on various small savings schemes for the quarter from April to June 2016 effective from 1.4.2016 would be notified in March, 2016.

            The above changes have been brought with the objective of making the operation of National Saving Schemes market-oriented in the interest of overall economic growth of the country, even while protecting their social objectives and promoting long term savings.

கடந்த 12.02.2016  அன்று புது டெல்லியில் நடைபெற்ற மத்திய அரசு ஊழியர் மகாசம்மேளனத்தின்  தேசிய செயற்குழு  கூட்டத்தில்  எடுக்கப்பட்ட முக்கி யமான   முடிவுகள்  குறித்த  மகா    சம்மேளனத்தின்    பொதுச்    செயலரின் சுற்றறிக்கையை   கீழே  இணைப்பில்  காணவும்.


இதன்படி முக்கியமாக 

1.  11.3.2016 அன்று காலவரையற்ற வேலை நிறுத்தத்திற்கான நோட்டீஸ் 
     அனைத்து பகுதிகளிலும் வழங்குதல் .

2.  11.3.2016 அன்று புது டெல்லி ஜந்தர் மந்தர் பகுதியில் மிகப் பெரிய மத்திய 
     அரசு ஊழியர்  பேரணி நடத்துதல்.

3.  மார்ச் அல்லது ஏப்ரல் மாதத்தில் ஒவ்வொரு மாநிலத் தலை 
    நகரங்களிலும்  மிகப் பெரும் ஊழியர் பேரணி நடத்துதல். இதில் NJCA 
    அகில இந்திய   தலைவர்களை கலந்து கொள்ளச் செய்தல்.

4.  29.3.2016 அன்று நாட்டின் அனைத்து பகுதிகளிலும் "SOLIDARITY  DAY " 
     கடைபிடித்தல் .

5.  மத்திய அரசு ஊழியர் மகா சம்மேளனத்தின் அனைத்து நிர்வாகிகள்/ 
     மாவட்ட  நிர்வாகிகள்  மற்றும் அனைத்து சங்கங்களின்  நிர்வாகிகள் 
     அடங்கிய கூட்டம்  அனைத்து மாநிலத்  தலைநகரங்களிலும்  ஏற்பாடு 
     செய்தல் . அதில் மகா  சம்மேளனத்தின் அகில இந்திய நிர்வாகிகள் 
     கலந்துகொண்டு  வேலை நிறுத்த ஏற்பாடுகளை ஆய்வு செய்தல். 
     இது தமிழகத்தில் 25.3.2016 அன்று நடைபெறும். இதில் தோழர்கள் . M . 
     கிருஷ்ணன்,  மணி ஆச்சாரி, துரைபாண்டியன்,  வெங்கடசுப்ரமணியன் 
     ஆகியோர் கலந்துகொள்வார்கள்.

6.  NJCA  தலைவர்கள்  அந்தந்த மாநிலத்தில் உள்ள அனைத்து கட்சி 
     தலைமை  மற்றும்  பாராளுமன்ற / ராஜ்யசபா உறுப்பினர்களுக்கு 
    மத்திய அரசு ஊழியர்  கோரிக்கைகளை தீர்த்து வைத்திட உடன் 
     தலையிடுமாறு  கடிதம்  அனுப்பவேண்டும்.

மத்திய அரசு ஊழியர் மகா சம்மேளனத்தின்  
அகில இந்திய மாநாடு  மற்றும்  மாநில மாநாடு 

1. மத்திய அரசு ஊழியர் மகா சம்மேளனத்தின் அகில இந்திய மாநாடு
  எதிர்வரும் ஆகஸ்ட் 26, 27 மற்றும் 28 தேதிகளில்  தமிழகத்தில் 
   நடைபெறும்.  (இதற்கு முன்னதாக  மகா சம்மேளனத்தின்  தமிழ்  மாநில 
   மாநாடும்   நடைபெற   உள்ளது ).

2.  இந்த மாநாட்டை ஒட்டி , 27.8.2016 அன்று அரை நாள் ,  அகில இந்திய
    அளவிலான மகளிர் கருத்தரங்கம்  இதே மாநாட்டு நிகழ்வில் நடைபெற 
      உள்ளது.

3.  அகில இந்திய மாநாட்டு  சார்பாளர் மற்றும் பார்வையாளர் கட்டணம் 
     ரூ. 1000/- .  மகளிர்  கருத்தரங்கில் மட்டும் கலந்து கொள்பவர்களுக்கு 
     சார்பாளர்  கட்டணம் ரூ. 400/-.

4.  ஜூன் மாதத்தின் முதல் பகுதியில்  மகா சம்மேளனத்தின் தொழிற்சங்க 
    பயிற்சி முகாம்  உத்திரகண்ட்  மாநிலத்தின் டேராடூன்  பகுதியில் 
     நடைபெற  உள்ளது.

கடந்த   8.2.2016   அன்று   புது   டெல்லியில்   நடைபெற்ற   NJCA   கூட்டத்தின் 
முடிவுகள் அடங்கிய சுற்றறிக்கை மற்றும் கோரிக்கை மனு   கீழே  உள்ள இணைப்பில் காணவும் .



இதன்படி முக்கியமாக 

1.  11.3.2016 அன்று காலவரையற்ற வேலை நிறுத்தத்திற்கான நோட்டீஸ் 
     அனைத்து பகுதிகளிலும் வழங்குதல் . ஆர்ப்பாட்டம் நடத்துதல்.

2.  11.3.2016 அன்று புது டெல்லி ஜந்தர் மந்தர் பகுதியில் மிகப் பெரிய மத்திய 
    அரசு ஊழியர்  பேரணி நடத்துதல். காபினெட் செயலரிடம் வேலை 
    நிறுத்த நோட்டீஸ்  NJCA  தலைவர்கள்  வழங்குதல்.

3.  மார்ச் அல்லது ஏப்ரல் மாதத்தில் ஒவ்வொரு மாநிலத் தலை 
     நகரங்களிலும்  மிகப் பெரும் ஊழியர் பேரணி நடத்துதல். இதில் NJCA 
     அகில இந்திய  தலைவர்களை கலந்து  கொள்ளுதல்.

4.  29.3.2016 அன்று நாட்டின் அனைத்து பகுதிகளிலும் "SOLIDARITY  DAY "

5.  காலவரையற்ற வேலை நிறுத்தம் எதிர்வரும் 11.4.2016 காலை 06.00

6.   துறைவாரிக் கோரிக்கைகளை   பகுதி II ஆக  அந்தந்த பகுதி சங்கங்கள் 
      தங்களது  வேலை நிறுத்த நோட்டீஸ் உடன் சேர்த்து வழங்குதல்.

கடந்த 08.02.2016 அன்று புது டெல்லியில் நடைபெற்ற POSTAL  JCA   (NFPE & FNPO )  கூட்டத்தின்   முடிவுகள் ஏற்கனவே நம் வலைத்தளத்தில் பிரசுரித் துள்ளோம்.  இருப்பினும் அதன் முக்கிய அம்சங்கள் கீழே  தமிழில்    தரப் படுகின்றன .



1.  11.3.2016 அன்று காலவரையற்ற வேலை நிறுத்தத்திற்கான நோட்டீஸ் 
     அனைத்து பகுதிகளிலும் வழங்குதல் . ஆர்ப்பாட்டம் நடத்துதல்.

2. அனைத்து கோட்ட அலுவலகங்கள் முன்பாக கோரிக்கைகளை
    வலியுறுத்தி  எதிர்வரும் 18.3.2016 அன்று முழு நாள் தார்ணா  போராட்டம் 
    நடத்துதல்.  ( அரை மணி நேர  ஆர்ப்பாட்டம்  அல்ல ).

3.  கோரிக்கைகளை வலியுறுத்தி CPMG  அலுவலகம் முன்பாக எதிர்வரும் 
     06.04.2016 அன்று  முழு நாள் தார்ணா  போராட்டம் நடத்துதல்.

4.  11.4.2016 காலை 06.00 மணி முதல் காலவரையற்ற வேலை நிறுத்தம் 
     மேற்கொள்ளுதல்.

கோரிக்கைகள் :-

 1. ஏழாவது ஊதியக் குழு தொடர்பான  NJCA  மூலம் சமர்ப்பிக்கப்பட்ட 
      கோரிக்கைகளை தீர்த்து வை.

2.  அனைத்து GDS  ஊழியர்களுக்கும்  அரசு ஊழியர் அந்தஸ்து வழங்கு .
      விகிதாசார அடிப்படையில்  GDS  ஊழியர்களுக்கு ஊதியம் வழங்கு.

3.  கோரிக்கை மனுவில் அளிக்கப் பட்டபடி அஞ்சல் துறை ஊழியர் 
     களுக்கென்ற  உயர்த்தப் பட்ட ஊதியம்  வழங்கு.

4.  ஏழாவது ஊதியக் குழு அறிக்கை அமலாவதற்குள்  கேடர்  சீரமைப்புத் 
      திட்டத்தை  அமலாக்கு.

5. CBS/CIS  தொடர்பான அனைத்துப் பிரச்சினைகளையும் உடன் தீர்த்து வை.
6.  அஞ்சல் , RMS  அனைத்து பகுதிகளிலும் உள்ள அனைத்து
     காலியிடங்களையும்   சிறப்பு   தேர்வு நடத்தி உடனே  நிரப்பு.

7.   தகுதியான அனைத்து CASUAL  ஊழியர்களையும் நிரந்தரம் செய்.
     அவர்களுக்கு வழங்க வேண்டிய 1.1.2006 முதலான நிலுவைத் 
    தொகையை  உடனே  வழங்கு.

GDS ஊழியர் உறுப்பினர் சரிபார்ப்பும் கருத்தரங்கும்


GDS  ஊழியர்களின் கோரிக்கைகளை வலியுறுத்தியும் , எதிர்வரும்  GDS உறுப்பினர் சரி பார்ப்பில் அனைத்து GDS  ஊழியர்களையும்   NFPE  GDS சங்கத்தில் இணைத்திட வேண்டியும் , எதிர்வரும்  28.2.2016  அன்று திருச்சி ரயில்வே  ஜங்ஷன் அருகே  உள்ள  SRMU  சங்கக் கட்டிடத்தில்   தமிழகம் தழுவிய அளவிலான  ஒரு மாபெரும் GDS  ஊழியர்  கருத்தரங்கம்   தமிழ் மாநில  GDS  சங்கத்தினால் ஏற்பாடு செய்து   நடத்தப்பட உள்ளது. இதில் தமிழகத்தின் அனைத்து NFPE  மாநிலச் சங்கங்களின்  செயலர்கள், நிர்வாகிகள்  கலந்துகொள்ள உள்ளார்கள்.  

கருத்தரங்கில்   சிறப்பு  அழைப்பாளர்களாக  தோழர்கள் .   M . கிருஷ்ணன், R .N . பராசர் , P . பாண்டுரங்கராவ் , K . ராகவேந்திரன்,   K .V . ஸ்ரீதரன் ஆகியோர் கலந்துகொண்டு  பல்வேறு தலைப்புகளில்  கருத்தரங்க  உரை நிகழ்த்த உள்ளார்கள். இது குறித்த அறிவிப்பு  மாநில GDS  சங்கத்தினால் தனியே வெளியிடப்பட்டுள்ளது. எனவே  தமிழகத்தின் அனைத்து பகுதிகளில் இருந்தும் தோழர்கள் / தோழியர்கள் பெருமளவில் கலந்துகொண்டு சிறப்பிக்க  வேண்டுகிறோம்.

INTEREST RATES ON SMALL SAVINGS SCHEMES, EXCEPT THE ONES FOR THE GIRL CHILD AND SENIOR CITIZENS, COULD BE REDUCED BY 25 TO 50 BASIS POINTS (BPS) WITH EFFECT FROM APRIL 1.

Interest rates on small savings schemes, except the ones for the girl child and senior citizens, could be reduced by 25 to 50 basis points (bps) with effect from April 1. Henceforth, the interest rate would also be reset on a quarterly basis instead of annual basis. An official announcement in this regard is expected in a day or two.

Without mentioning how much the reduction would be in the interest rates, economic affairs secretary Shaktikanta Das on Thursday said the spread of 25 bps (above the average yield from government securities with similar maturity) available now for the small saving schemes below five years, would be reduced. “But for long term saving schemes of above five years, the spread will be protected because the government has taken into consideration the interest of the small savers and the need to encourage long term savings,” Das said. Even if the spread is maintained for long-term savings, the actual interest rate on these could come down a bit as yields on government securities have declined over the past year, analysts say.
Though small savings rate are usually determined to be 25 basis points above the average yield from government securities with similar maturity in the previous year, there have been three instruments that carry even higher rates: Sukanya Samriddhi Account, the Senior Citizens Savings Scheme and the National Small Saving Certificates (NSC). While the proposed changes won’t impact the high interest bearing schemes for the girl child and senior citizens, there could be some reduction in the NSC rates also.
Once these rates are announced, it is expected that bank deposit and lending rates to also fall. While the Reserve Bank of India has been cutting rates, banks have passed on less than half of the cuts on account of high rates on small savings schemes. Bankers say if they cut rates, much of their deposits would flow into small savings schemes.
For example, one-year postal deposit offers 8.4% where as State Bank of India offers 7.25% for deposits of the same tenure (7.5% for senior citizens). For the girl child’s welfare, the Sukanya Samriddhi Account Scheme offers 9.2% interest for a period up to 10 years while SBI offers only 7% on term deposits of 5-10 years (7.25% for senior citizens).
The cumulative corpus of National Small Savings Fund is projected to rise to Rs 9.59 lakh cr after accretion of Rs 52,000 cr in 2015-16.

With due respects and regards, we submit the following for your kind consideration and favourable recommendations to the Govt.

1. Departmentalization of GDS by declaring them as Civil Servants and grant all benefits of regular employees on pro rata basis.

2. Change the nomenclature of GDS as “Gramin Dak Karmachari” or “Rural Postal Employees”.

3. Considering the need and requirement of Rural Post Offices after modernization viz., Core Banking Solutions (CBS), Core Insurance Solution (CIS) and introduction of handheld computers at BOs and additional responsibilities, the working hours of all BOs may be extended to 8 hours and all GDS may be granted full time Civil Servant status. There should no combination of duties. The illegal condition that GDS shall not on duty for more than five hours should be removed.

4.  Minimum five hour wages should be paid even if the work load is less than 5 hours and if work load is more than five hours wages for full time (8hours) should be paid. Nomenclature of TRCA should be changed and it should be called as ‘Pay’. There should not be any reduction in wages under any circumstances.

5. The Branch Postmaster shall be paid at the pro rata wages of Postal Assistants; GDSMD/GDS SV shall be paid equal to Postmen; and all other categories with the comparison of MTS. GDS shall be appointed and not engaged and the word ‘engagement’ shall be deleted in the existing rules.

6. Time bound promotion (ACP) to higher pay scale on completion of 10 years, 20 years and 30 years may be granted to GDS. Point to Point fixation is requested for senior GDS. The pay shall be fixed to the seniors in the revised pay based on the number of years of service rendered to that extent by granting notional annual increments. The percentage of annual increment shall be at par with regular employees to whom the comparison is being made. The nomenclature of increment shall be introduced in the place of ‘future entitlement’.

7. The GDS may be considered for grant of HRA, Transport Allowance, Split duty Allowance on pro rata basis at par with regular departmental employees whom we are comparing for wage fixation. The rent of the building in which BO is housed may be paid by the department.

8. TA/DA may be granted to GDS if ordered in the interest of service and all other Allowance like Boat Allowance, SDA, may be extended to GDS.

9. The GDS shall be covered with the Children Education Allowance and hostel subsidy at par with regular employees.

10.The GDS shall be covered under the CS (MA) Rules or a new set of rules equal to that which provide full reimbursement of medical expenses to the GDS and their families.

11.  The GDS may be granted leave on the following norms.
(i)    E.L – One Day for each completed calendar month with accumulation.
(ii)   HPL – 20 days per year, with accumulation facility.
(iii)  Commuted leave may be introduced.
(iv) Maternity leave – 180 days at par with regular employees with full pay & allowances. Pay shall be made from salary head and not from the welfare fund of GDS.
(v)   Child care leave shall be granted at par with regular employees.
(vi)  Special Disability Leave – As applicable to regular employees.

12.Notwithstanding our claim of introduction of pension scheme at par with regular employees prior to 01-01-2004, we request to modify the S.D.B.S scheme to the extent of 10% recovery from the officials; 20% from the department. Ex-gratia gratuity shall be granted on completion 10 years service. Family pension shall also be introduced.

13.All vacancies in the departmental posts viz. MTS, Postmen, shall be filled only by GDS and there shall be no other open market direct recruitment. In respect of PA cadre, the GDS possessing Qualifications and computer knowledge shall be permitted to write the competitive exam along with postman & MTS for the Departmental Quota vacancies.

14.The GDS Conduct & Engagement rules 2011 shall be scrapped and CCS (Conduct) Rules 1964 may be made applicable to GDS also. It shall be covered under Article 309 of the Union Constitution.

15.50% of the past services of GDS shall be counted as regular service on promotion for pensionary benefits including gratuity.

16.GDS shall also be covered under LTC Scheme to have recreation in life.

17.GDS may be provided with uniforms and also grant of Washing Allowance.

18.All advances like festival, medical, LTC, Tour TA, scooter, HBA, Motor Cycle Advance shall be extended to the GDS. All incentives, honorariums shall be introduced for the excess work performed by GDS.

19.Furnishing of security bond shall be dropped. Similarly the residential condition may also be dropped in the recruitment rules.

20.Transfer facilities may further be liberalized; there shall be no loss of service or pay on transfer. Identity cards to GDS are a must and that shall be supplied to GDS free of cost of the Department.

21.Compassionate appointment may be granted to the dependents of deceased GDS, removing the existing conditions.

22. GDS may be granted all Trade Union rights at par with regular employees.

23.The amount payable under Group Insurance Scheme may be enhanced to five lakhs.

24.The 50 years age limit for appearing for departmental examination may be removed.

25. One point may be granted for Rs.4000- of cash handling in BOs.

We submit that these poor and down trodden 2.76 lakhs of Gramin Dak Sevaks should not be neglected and shall be extended with all benefits applicable to departmental employees. As Justice Talwar Quoted that ‘the weak and downtrodden need protection’. We hope that the respected Chairman, GDS Committee will look in to the prayers made by the All India Postal employees Union GDS (NFPE) also we made in the pre paras and render justice to this down-trodden section of the Postal employees.
