இனி ஊழியர் தரப்பு பிரச்சினைகளை மாநில கூட்டு ஆலோசனை குழு கூட்டத்தில்
நம்மால் முழுமையாக எடுத்துச் செல்ல இயலும் என்பதை மகிழ்ச்சியுடன்

வேண்டுகிறோம்.

RJCM என்பது மாநில அளவில் உச்ச மட்ட
அமைப்பு என்பதால் நிச்சயம் பல பிரச்சினைகளை இதில் எடுத்துச் சென்று பேசி
தீர்த்திட சட்ட ரீதியாக வாய்ப்புகள் அதிகம் என்பதை நினைவில் கொண்டிட
வேண்டுகிறோம். இதர மத்திய அரசு , மாநில அரசு , பொதுத் துறைகளில் இப்படிப்
பட்ட வாய்ப்புகள் மறுக்கப் பட்டுள்ளன என்பதையும் நினைவில் கொள்ள
வேண்டுகிறோம்.
எனவே இந்த அமைப்பை நாம் முழுமையாக
பயன்படுத்திக் கொள்ள உங்களின் ஒத்துழைப்பை வேண்டுகிறோம். இந்த செய்தியை ,
இதனை படிக்கும் அனைத்து தோழர்களும் தங்கள் பகுதியில் உள்ள நிர்வாகிகள்

It is reported that PFRDA Bill will be take up in Parliament for discussion and adoption on 2ndSeptember. Confederation National Secretariat once again calls upon all Central Government Employees to organize 2 hour walkout and nationwide protest demonstration on the day if bill is taken up or on the next day if information received late.

POST BANK OF INDIA SANS POSTAL EMPLOYEES
It seems that the Post Bank of India (PBI) may become a reality in
the near future. For the last more than fifteen years we have been told
about the Post Bank and even the Parliamentary standing committee on
Communications & IT has repeatedly demanded the Government for
commencing Post bank. Several attempts have been made, but the Finance
Ministry always took a negative stand, for one reason or the other.
Majority of the bank managements including nationalized banks have been
opposing the entry of the Postal department into commercial banking. The
reason is obvious. They foresee a potential threat to their existence
once Post Bank enters into their field and during the course of time the
Post Bank may become one of the biggest Bank.
Post Bank of India will be an independent entity, separate from the
current operations of small savings schemes being carried out by the
Department of Posts on behalf of Ministry of Finance. Department has
accordingly submitted an application to the Reserve Bank of India (RBI)
on 28.06.2013 seeking banking license subject to necessary cabinet
approval. RBI has said that new banks will have to set up at least three
branches in villages with a population of less than 10000, for each
branch they establish in other areas. Although Post Bank does not intend
to open a bank in every Post office, the plan is to meet the financial
inclusion goal through these Post offices. India Post had 1,54,822 Post
offices across the country as on 31.03.2013, the largest for any
department in the world, and close to 90% of them – 1,39,086 – are in
rural India. This is more than four times the number of rural branches
run by India’s Banks put together. According to plan prepared by Ernst
& Young, India Post will become Post Bank of India’s banking
correspondent. PBI will use Post office infrastructure but very
frugally. Carefully done PBI can be a game – changer in rural areas.
India post is among 26 applicants that sought banking licenses from
RBI. India Post has to develop the standards to meet RBI guidelines. In
its guidelines for new banking licenses announced on 22nd February 2013,
RBI required applicants to prove their eligibility on several fronts –
from promoter holding to past experience to business plans. The minimum
capital required by the applicants for license is Rs. 500 crores and
foreign share holding in the new banks is capped at 49% for the first
five years. The new banks have to be set up under a non-operative
Financial Holding company (NOFHC). They also have to maintain minimum
capital adequacy ratio – the ratio of risk weighed assets, a measure of
financial strength of the bank – of 19 % for the first three years. New
banks also need to list their shares within three years of starting
operations.
The main argument put forward by those opposing the Post Bank is that
Postal department has no experience when it comes to giving credit
(loans). Department has only been taking deposits till now. Sanctioning
and disbursing of credit needs an entirely different aptitude. India
Post has no specialized experience in the business. It is reported that
unlike many believe, the Post Bank of India will be a completely new
entity with no legacies of a government department and very little to do
with its parent department, except using some of its network. It will
have an independent Board. Separate recruitment has been planned to have
specialised banking staff. Of course, the Post Bank will be a
subsidiary organisation of India Post, which need to be registered as a
public sector Bank and Government equity in this new entity could be
diluted. Whatever reforms and regulations Government implements in
Nationalised Banking sector will be fully applicable to Post Bank of
India also.
There are many talented and qualified Postal employees who want to
switch over to the Post bank and to work as employees under the Post
Bank. The reports that separate recruitment will be made for the Post
Bank has cast shadow upon their hope to work in the Post Bank. NFPE
demands that the existing Postal employees who want to switch over to
the Post Bank shall be given chance to exercise option and if need be a
trade test to assess their capability can also be conducted before
selection. Selected officials can be imparted with intensive training in
commercial banking business. In any case 100% open market direct
recruitment is an injustice to those talented Postal employees who may
not be able to apply for open recruitment due to age factor etc. we urge
upon the Postal Board and Finance Ministry to give due consideration to
this aspect, before the new Bank is rolled out.

All those Officers / Staff who are eligible as per conditions given below and are desirous of applying may be advised to submit their applications in the Prescribed Proforma alongwith Invoice / estimates from the authorised dealer.
1) All those Staff / Officers whose Pay in the Pay-Band of Rs.8560/- or more can apply fur Computer advance.
2) Such of those Officers / Staff who had applied earlier, but have Not been sanctioned Computer advance are also required to submit Fresh applications. In-complete applications received will not be Entertained.

இந்த மரத்தின் கதையைக் கேளுங்கள்..(முழுவதுமாகப் படிக்கவும் )
சில வருடங்களுக்கு முன், ஒரு அழகான ஊரில் ஒரு பெரிய ஆப்பிள் மரம் இருந்தது. அந்த மரத்துடன் விளையாடுவதையே ஒரு சிறுவன் வழக்கமாக கொண்டிருந்தான்.தினமும் அந்த மரத்தை பார்க்க கண்டிப்பாக வந்திடுவான்.அந்த மரமும் அவனுடன் விளையாடி மகிழ்ந்தது.
ஆப்பிள்களை பறித்து விளையாடுவது ,மரக்கிளையில் தொங்குவது, மரத்தைக் கட்டிக் கொள்வது என்று சின்ன சின்ன குறும்புகள் செய்து விளையாடிக் கொண்டிருந்தான். அவனை பார்க்கும் போதும், அவனுடன் விளையாடும் போதும் அந்த மரத்திற்கு அளவற்ற மகிழ்ச்சி.
சிறுவன் கொஞ்சம் பெரியவன் ஆனதும் ஒரு நாள் மரத்தை பார்க்க வந்தான்.அவனை பார்த்ததும் மரம் "வா வந்து என்னுடன் விளையாடு " என்று ஆசையாக அழைத்தது. சிறுவன் "இல்லை இப்போதெல்லாம் அப்படி விளையாட முடியாது, நான் பெரியவன் ஆகிவிட்டேன்.எனக்கு விளையாட பொம்மைகள் வேண்டும் " என்றான்.
மரம், "என்னிடம் பொம்மைகள் எதுவும் இல்லை, என்னிடம் இருக்கும் ஆப்பிள்களை பறித்துக் கொள்.அதை விற்றுப் பணமாக்கி பொம்மை வாங்கிக் கொள் என்றது"
சிறுவனின் முகம் உடனே மலர்ந்தது.அப்படியா உண்மையாவா!! என்று எல்லா பழங்களையும் பறித்துக் கொண்டு சென்றான்.அதன் பின் மரத்தைப் பார்க்க வரவில்லை.
மீண்டும் சில நாட்கள் கழித்து வந்தான்.இம்முறையும் மரம் " வா , வந்து என்னுடன் விளையாடு " என்று அழைத்தது.அவன் இல்லை நான் இக்கட்டான சூழ்நிலையில் இருக்கிறேன்.நான் என் குடும்பத்தை பார்த்துக் கொள்ள வேண்டும்.நாங்கள் தங்குவதற்கே வீடு இல்லாமல் இருக்கிறோம்.உன்னால் எங்களுக்கு வீடு தர முடியுமா என்றது.
மரம் " என்னிடம் வீடு இல்லை, என் கிளைகளில் சிலவற்றை எடுத்துக் கொள், அதைக் கொண்டு சின்ன வீடு அமைத்துக் கொள்" என்றது.மீண்டும் அவனின் சந்தோசத்தை கண்டு மரம் மகிழ்ந்தது.தன்னிடம் இருப்பதை இழக்கிறோம் என்று மரம் கொஞ்சமும் வருந்தவில்லை.
வழக்கம் போல் மரம் அவன் வரவிற்காக ஏங்கி தவிக்கிறது.நீண்ட நாட்கள் கழித்து மீண்டும் ஒரு கோடை நாளில் வந்தான். எனக்கு வெப்பமாக இருக்கிறது.கடலுக்கு செல்ல ஆசையாக இருக்கு.எனக்கு ஒரு படகு வேண்டும் என்றான்.மரம் என்னிடம் படகு இல்லை, ஆனால் நீ என் தண்டுப் பகுதியை எடுத்து படகு செய்துக் கொள் என்றது.அவனுக்கு வேண்டியதைப் பெற்றுக் கொண்டு சென்றுவிட்டான்.
காலங்கள் ஓடி அவனுக்கும் வயதாயிற்று.அப்போதும் ஒரு நாள் மரத்தைப் பார்க்க வருகிறான்.இம்முறையும் மரம் அவனை ஆசையாய் வரவேற்று அரவணைக்க நினைக்கிறது. எனக்கு வயதாகிட்டு , மிகுந்த களைப்பாய் இருக்கு.நான் இங்கு ஓய்வு எடுக்க ஆசைபடுகிறேன் என்றது.
எல்லாவற்றையும் இழந்தும் சிரித்துக் கொண்டே மரம் "என்னிடம் இருப்பது வேர் மட்டுமே.நீ என் வேர் பகுதியை சிறிது வெட்டி விட்டு அந்த இடத்தில் ஓய்வு எட்டுத்துக் கொள் " என்று சொல்லிக்கொண்டே சாகிறது.
அவனும் அவ்வாறே செத்துக் கொண்டிருக்கும் மரத்தின் மேலே படுத்துக் கொண்டான்.
# நீதி : கதையில் இருந்து உங்களுக்கு என்ன புரிகிறது. நாம் மரங்களிடம் இருந்து எல்லாவற்றையும் பெற்றுக் கொண்டு அவற்றை வெட்டி விடுகிறோம்.மரத்தை வெட்டுவது பாவம்.இவ்வளவு தானே!!!
கதை அதை மட்டும் சொல்லவில்லை.இந்த மரம் தான் நம் ஒவ்வொருவரின் பெற்றோரும். சிறுவயதில் பெற்றோருடன் ஆடிப் பாடி மகிழ்கிறோம்.வளர வளர அவர்களிடம் இருந்து கொஞ்சம் கொஞ்சமாய் விலகி நம் தேவைகளுக்கு மட்டும் அவர்கள் முன் சென்று நிற்கிறோம்.
நாம் குடும்பம் ஆனதும் முழுவதுமாய் ஒதுங்கி, நமக்கு பிரச்சனை என்றதும், நம்மை காத்துக் கொள்ள மட்டும் அவர்களை எதிர்பார்க்கிறோம்.பெற்றோர்கள் இந்த மரத்தை போன்றே நம் வரவிற்காக எப்போதும் ஏங்குபவர்கள்.தம்மால் இயன்றதை நமக்கு கொடுத்து நம் புன்னகையில் அவர்கள் சந்தோசத்தை தேடுவார்கள்.

India is now world’s third largest Internet user after U.S., China
India has bypassed Japan to become the world’s third largest Internet
user after China and the United States, and its users are significantly
younger than those of other emerging economies, global digital
measurement and analytics firm comScore has said in a report.
India now has nearly 74 million Internet users, a 31 per cent increase over March 2012, the report says.
The numbers are lower than other recent estimates, possibly reflecting
comScore’s methodology that only factors in PC and laptop-based Internet
usage.
The Telecom Regulatory Authority of India (TRAI) pegged the number of
Internet subscribers in India at 164.81 million as of March 31, 2013,
with seven out of eight accessing the Internet from their mobile phones.
The comScore report, on the other hand, puts mobile and tabled-based Internet traffic at just 14% of the total.
“Mobile phone based Internet usage is a key component of Indian Internet
usage, and I’d say the recent growth is being driven by mobile Internet
usage,” Nilotpal Chakravarti, spokesperson of the Internet and Mobile
Association of India told The Hindu on Thursday. In addition, many Netizens were using dongles to access the Internet.
Three-fourths of India’s online population is under 35 as against just
over half worldwide, the comScore report, India Digital Future in Focus
2013, says, possibly reflecting India’s more recent improvements in
literacy.
Men under 35 and women between 35 and 44 are heavier users. But women
account for less than 40 per cent of all Indian users, a far lower sex
ratio than that of other countries.
A quarter of time spent online is on social media, the comScore report says, and another 23 per cent on email.
While Google sites have the most unique visitors, Net users spend the
most time on Facebook, which is at second place as far as unique
visitors are concerned.
Yahoo, Microsoft and Wikimedia sites follow in unique visitor numbers.
Among social media sites, Linkedin and Twitter are the next most
popular, while Orkut is in decline. Google is by far the most popular
search engine, accounting for 90 per cent of all searches in India.
Online retail is on the rise, with domestic retail sites being the most
popular, the report notes. For online travel websites too, domestic
websites are the most popular, the Indian Railways’ website being by far
the most popular destination. Yahoo is also the most popular site for
news.
The locus of online dominance has moved steadily towards Asia, which now
accounts for 41% of all Internet users; from having 66% of all users in
1996, the United States now accounts for just 13%.
China has the world’s biggest online presence; Its Internet users
outnumber Indians by a ratio of 5: 1. Brazil’s Internet presence grew
faster than India’s over the last year.

வாத்தியார் வகுப்பறைக்குள் நுழைந்தார். மேஜை மீதிருந்த கண்ணாடி டம்ப்ளரை எடுத்து தூக்கிக் காட்டினார்.
“இது எவ்வளவு வெயிட் இருக்கும்?”
100 கிராம், 50 கிராம் என்று மாணவர்கள் ஆளாளுக்கு ஒரு எடையை சொன்னார்கள்.
“இதோட சரியான எடை எனக்கும் தெரியாது. ஆனா என்னோட கேள்வி அதுவல்ல”
வாத்தியார் தொடர்ந்தார். “இதை அப்படியே நான் கையிலே பிடிச்சிக்கிட்டிருந்தேன்னா என்ன ஆகும்?”
“ஒண்ணுமே ஆகாது சார்”
”வெரிகுட். ஆனா ஒரு மணி நேரம் இப்படியே பிடிச்சிக்கிட்டிருந்தேன்னா…?”
“உங்க கை வலிக்கும் சார்”
“ஒருநாள் முழுக்க இப்படியே வெச்சிருந்தேன்னா…”
“உங்க கை அப்படியே மரத்துடும் சார்”

வலிக்க ஆரம்பிக்கும். ஒரு நாள் முழுக்க அப்படியே வெச்சிருந்தா மூளை
செயலிழந்து மரத்துடும். அதனாலே உங்களுக்கு ஏதாவது பிரச்சினை
வந்துடிச்சின்னா தூக்கி ஒரு ஓரமா கடாசிடுங்க. அதுவே சரியாயிடும். சரியா?”

IT firms slam door on postmen, reject mail - this is corporate ...
CHENNAI: Hundreds of rakhis, letters and articles sent by speed post to IT companies in Sholinganallur, Perungudi and Thoraipakkam were returned to India Post offices after the companies refused to accept them, saying they do not have the men or machinery to distribute the items to staff.
Confirming the incident, postmaster general Merwin Alexander criticised IT firms for what he described as a "gross violation of human rights". "How could companies stop their employees from receiving letters and rakhis?" he asked.
"Some postmen reported that when they go to deliver post at IT companies, they are treated with scant respect and are asked to leave," he said, adding that his department will hold talks with the IT majors next week. "They should cooperate with us, if not as their bounden duty to their employees, then at least as part of what they call 'corporate social responsibility'."
India Post officials said at least 4,500 letters, some with credit and debit cards, greetings and more than 1,500 rakhis are lying in the Sholinganallur, Perungudi and Thoraipakkam post offices.
"I wear the India Post uniform and have an identity card but security guards at the companies, most of whom speak only Hindi, refuse to allow me inside. The guards say they are acting on the instructions of company officials," said a postman from Perungudi.
Paresh Khatri, a software professional, said his sister sent a rakhi to him by speed post on Saturday but it had not reached him even after five days. "An postal employee called me on Thursday and asked me to collect the parcel from the post office because my office does not allow postmen to deliver mails or packages," he said.
An official with a leading IT company said his firm does not intentionally stop mail from being delivered to employees. "If at all some mails or gifts have not been delivered, it was probably due to a wrong address," he said.

"Some postmen reported that when they go to deliver post at IT companies, they are treated with scant respect and are asked to leave," he said, adding that his department will hold talks with the IT majors next week. "They should cooperate with us, if not as their bounden duty to their employees, then at least as part of what they call 'corporate social responsibility'."
India Post officials said at least 4,500 letters, some with credit and debit cards, greetings and more than 1,500 rakhis are lying in the Sholinganallur, Perungudi and Thoraipakkam post offices.
"I wear the India Post uniform and have an identity card but security guards at the companies, most of whom speak only Hindi, refuse to allow me inside. The guards say they are acting on the instructions of company officials," said a postman from Perungudi.
Paresh Khatri, a software professional, said his sister sent a rakhi to him by speed post on Saturday but it had not reached him even after five days. "An postal employee called me on Thursday and asked me to collect the parcel from the post office because my office does not allow postmen to deliver mails or packages," he said.
An official with a leading IT company said his firm does not intentionally stop mail from being delivered to employees. "If at all some mails or gifts have not been delivered, it was probably due to a wrong address," he said.

Death of Govt Employee does not entitle family for job: Supreme Court
The Supreme Court has held that death of a government employee in harness does not entitle the family to claim compassionate employment and the person seeking appointment must possess the eligibility for the post.
A bench of justices B S Chauhan and S A Bobde also said that the competent authority should examine the financial condition of family of the deceased and job should be offered to the eligible family member only if it is satisfied that they would not be able to cope up with the crisis.
"Mere death of a government employee in harness does not entitle the family to claim compassionate employment. "The competent authority has to examine the financial condition of the family of the deceased employee and it is only if it is satisfied that without providing employment, the family will not be able to meet the crisis, that a job is to be offered to the eligible member of the family. More so, the person claiming such appointment must possess required eligibility for the post," it said.
The bench allowed an appeal filed by MGB Gramin Bank which had challenged a 2010 judgement of the Rajasthan High Court by which one Chakrawarti Singh, son of a deceased Bank employee, was directed to be appointed under a scheme of compassionate employment.
Singh's father, who was working as a Class III employee with the Bank, had died on April 19, 2006 while in harness. Singh had applied for compassionate appointment on May 12, 2006.
The bench set aside the judgements of the High Court, saying, "The reasoning given by the single judge as well as by the division bench is not sustainable in the eyes of law." It also said that "an ameliorating relief should not be taken as opening an alternative mode of recruitment to public employment".

Attention is invited to the
Directorate O.M. of even no. dated 17.01.2013 vide which revised norms for
operational activities at Speed Post Sorting Hubs, IC Hubs and CRCs was
circulated.
2. Reference were received as to whether
the revised norms of sorting circulated vide O.M. referred to above were to be considered as productivity
norms or establishment norms . It is clarified that the establishment norms for
operational activities the than that for “Sorting of Articles” would be the
same as circulated vide Directorate OM
of even no dated 17.01.2013. Establishment norms for “Sorting of Articles” has
been fixed as 0.079 minutes per article i.e 760 articles per hour). However,
time factor for productivity pertaining to sorting of articles would continue
to be o.063per article( i.e 950 articles per hour)

New Delhi: The expenditure department of the finance ministry has sent back India Post’s draft cabinet note seeking Rs.1,900 crore to set up a commercial bank to another wing of the ministry and asked it to first seek the approval of the expenditure finance committee (EFC). The entity is proposed to be named Post Bank of India.
The postal department is among 26 applicants that sought banking licences from the Reserve Bank of India (RBI) on 1 July, part of the government’s initiative to expand the Rs.77 trillion banking industry and widen access to financial services among the 40% of the population that are yet not included in the system.
“Since the proposal has financial consequences, we have told India Post to first approach the expenditure finance committee with their proposal before going for an inter-ministerial consultation on the matter,” said a finance ministry official who didn’t want to be named.
A second finance ministry official confirmed this. He said the expenditure finance committee was yet to receive the note from the postal department. He said, however, that the committee was likely to clear the proposal once it’s received.
“We cannot pre-empt how much money EFC will approve, however I am sure the proposal makes sense because they have such a vast network which they should utilize. The only thing is they have to develop the standards to meet the RBI guidelines,” he added.
Approval of the expenditure finance committee, headed by the expenditure secretary, is required for proposals involving spending of more than Rs.300 crore and the setting up of new autonomous organizations, regardless of the amount.
The postal department, faced with the dwindling of its main business as more people switch to electronic means of communication and courier companies, wants to leverage its extensive reach across India by entering the banking business. It’s currently involved in the financial industry to the extent that it runs post-office savings schemes, besides collecting deposits for tax-free savings programmes.
In its guidelines for new banking licences announced on 22 February, RBI required applicants to prove their eligibility on several fronts—from promoter holding to past experience to business plans. The minimum capital required by applicants for licences is Rs.500 crore, and foreign shareholding in the new banks is capped at 49% for the first five years.
The new banks have to be set up under a non-operative financial holding company (NOFHC), RBI said. They also have to maintain a minimum capital adequacy ratio—the ratio of capital to risk-weighted assets, a measure of financial strength—of 13% for the first three years. New banks also need to list their shares within three years of starting operations.
The finance ministry has been reluctant to allow India Post to enter the commercial banking business.
In order to apply for a licence, the department of posts will have to create a legal entity to segregate its banking and postal businesses, said a second finance ministry official.
“It will have to be a government-owned company or a bank under a statute since a government department cannot become a bank,” said the official, who didn’t want to be identified.
“Added to that, the postal department has no experience when it comes to giving credit. They have only been taking deposits till now. Sanctioning and disbursing credit needs an entirely different aptitude,” the official said. “We had conveyed our views to EY, when they had approached us on this issue,” he added. EY (formerly Ernst & Young) is consultant to India Post’s bid for a banking licence.
A third finance ministry official said it will be difficult for India Post to get a banking licence from RBI since the guidelines call for a non-operative financial holding company.
Besides that, although India Post boasts of a strong 150,000 branch network, a majority of these may not get converted into bank branches in the event it gets a licence, this official added.
“Expertise in (handling) National Savings Certificates will not be enough for giving credit,” he added, making the point that the department has no specialized experience in the business.
India Post had 154,822 branches across the country as of 31 March, the latest data available, the largest for any postal department in the world, and close to 90% of them—139,086—are in rural India. This is more than four times the number of rural branches run by India’s banks.
RBI has clarified that the conditions it has set are merely the necessary ones and that all applicants meeting them won’t be given a licence. The central bank will screen the applications, refer them to an advisory committee and take a final call on licences based on its recommendations.
If the focus is financial inclusion, the focus should be on looking for solutions rather than raising barriers, said Ashvin Parekh, national leader, global financial services at EY.
“Nobody is saying to convert the existing Post Office Savings Bank (POSB) into a commercial bank. Post Bank of India has to be a subsidiary which needs to be registered as a company and the government equity in this new entity could be diluted,” he said. Through the POSB, India Post collects deposits starting as low as Rs.20 with an annual interest rate of 4%.
Naina Lal Kidwai, country head of HSBC India and president of the Federation of Indian Chambers of Commerce and Industry lobby group, said in an interview that though she is opposed to creating any more public sector banks, she supports the idea of the Post Bank of India.
“The postal authority is a very interesting one because of its ability to deliver cash where banks have never been able to reach. To create a post bank, which many countries have done, is quite interesting. So for those exceptions, we could and should look at giving (it a) banking licence,” she added.
However, Kidwai wants the government to reduce its share in the banking system from 70% now to 30-50%, besides which she’d like to see consolidation of the sector.
“We have to fund such banks through taxpayers’ money. These banks can rarely raise money from the capital market. Some of those can actually be merged so that we create fewer banks. So we should see a restructuring of our entire banking sector,” she added.

more than 100 crores to be Mckensey Consultancy for this anti-people,
anti-worker, “Tuglak Model” reforms?
4. Who are those behind this shady deal with
the Mckensy consultancy? Why are they
not taken to task?
