Day - 6

1. An official is deputed to one office and he is drawing Daily Allowance for 180 days. Thereafter he has not been paid with any TA/DA. Is it correct?
Ø As per SR 116, the transfer grant is admissible only if change of residence is involved. After 180 days, he can claim T.A bill by changing his residence to the newly posted station. But daily allowance as if temporary transfer will be entitled only up to 180 days.
 
2. An official, after completing full tenure is transferred to another station at request. Whether he is entitled to claim TA/DA for his transfer?
Ø The Department vide its letter dt. 18.12.95 clarified that officials transferred after completion of full tenure to the place of their choice will be entitled for TA and transit. This is effective from 18.12.95.

3. If there is no change of residence, whether TA is entitled?
Ø No. only one day joining time will be allowed.

4. Whether an official who completed tenure and posted to another station as per his choice is entitled for joining time?
Ø In fact no joining time is admissible for transfers at own request. But in cases of transfers at request after completion of full tenures, the joining time is entitled.

5. Whether the officials retired can claim TA bills their settlement after retirement?
Ø TA/DA is admissible to all regular employees having not less than 10 years service on their retirement and they can claim all entitlement as on transfer including composite transfer grant, and carriage of personal effects.

They can claim the facility to them and their family from the last station of duty to either declared home town or to any other place where they wish to settle. This should be availed within one year from the date of retirement.

Subject for Bi-monthly meet - NFPE - P3 Group C


Kindly discuss and set right the following issues prevailing in Srirangam Division during the bi-monthly meet.


1. Supply of one 10 KVA UPS at Perambalur HO. Existing UPS not working.


2. Supply of 3 nos. of AC machines to Perambalur HO (Counter area) as the existing AC machines are out of order for the past 3 years. If AC machines could not be supplied at present alternative arrangement may kindly be made.


3. Filling up the post of Postmaster at Srirangam HO, Turaiyur HO and Perambalur HO

4. Providing of sufficient Laser Printers to needy offices


5. Supplied gensets by Mahindra, Trinity and Honda are not working in many Post Offices in our Division. Action may be taken to repair the gensets as they are in warranty.


6. AMC to Systems and UPS. AMC has been discontinued from 28.02.2012 which results in massive hardware problems.

Subject: - Revision of Fixed Monetary compensation (FMC) to delivery staff and remuneration to other staff

Sir/Madam,

I am directed to refer to Directorates letter of even number dated 4-9-2002 and 28.1.2003 on the above subject.

2. The Department has received a number of references from the staff Associations requesting for upward revision of fixed Monetary compensation (FMC) admissible to Postmen staff. A Committee of Senior Officers was constituted for looking into the issue and the report of the Committee has been examined carefully in consultation with integrated Finance wing and the Competent Authority has ordered enhancement of the Fixed Monetary compensation (FMC) admissible to Postmen staff. The details are as under:

1.When One Postman performs duty of an absentee Postman by combination of duties from Rs.29 per day revised to Rs.50 per day

2.When two Postmen perform duty of an absentee Postman by sharing the beat from Rs.14 per day revised to Rs.24 per day

3. The competent Authority has also ordered fixation/revision of Holiday Monetary Compensation payable to Postmen Staff and other Departmental staff brought on duty on 2nd consecutive Holiday if three consecutive holidays occur as shown under:

Remuneration to

1.for Supervisor Rs.85 per holiday for 4 hours

2.for Postal Assistant Rs.85 per holiday for 4 hours

3.for Postmen/Sorting Postmen Rs.85 per holiday

4.for Multi tasking staff Rs.60 per holiday for 4 hours

4. All other conditions for payment of Fixed Monetary compensation (FMC) issued vide OM No.10-23/87-PE.I dt. 21.12.93 and delivery of Unregistered letters on holidays issued under 9-25/92-CI dt. 10.9.92 will remain unchanged.

5. The Expenditure on account of revision has to be met from the allocated funds of the units under the prescribed Head of account.

6. These orders will take effect from the date of issue.

7. This issues in concurrence with the Integrated Finance Wing vide their diary number 286/FA/10/CS dated 24.11.2010.

Consequent upon grant of another installment of dearness allowance with effect from 01st JANUARY, 2012 to Central Government Employees, vide Government of India, Ministry of Finance, Department of Expenditure O.M. No.1(1)/2012-EII(B), dated 3rd April, 2011, duly endorsed vide this Department's letter No.8-1/2012-PAP Dated 3.4.12, the Gramin Dak Sevaks (GDS), have also become entitled to the payment of dearness allowance on basic TRCA at the revised rate with effect from 01-01-2012. It has, therefore, been decided that the dearness allowance payable to the Gramin Dak Sevaks shall be enhanced from the existing rate of 58% to 65% on the basic Time Related Continuity Allowance, with effect from 1st January, 2012.

2. The additional installment of dearness allowance payable under this order shall be paid in cash to all Gramin Dak Sevaks. The payment of arrears of dearness allowance for the month of January to March, 2012, shall not be made before the date of disbursement of TRCA of March, 2012.

3. The expenditure on this account will be debited to the Sub Head 'Salaries' under the relevant head and should be met from the sanctioned grant.

4. This issues with the concurrence of Integrated Finance Wing vide their Diary No.104/FA/12/CS, dated 12TH April, 2012

1. Whether reimbursement of conveyance charges will be allowed for the work entrusted on Sundays & holidays?

Ø Yes. The MOF OM No. 1/7/EII (A)/98 dt. 31.07.1998 stipulates that reimbursement of conveyance charges are allowed in case of a non Gazetted employee is deputed on duty to a place away from his head quarters but within the municipal limits of the same city, attending office on Sundays and closed holidays.

If he is deputed beyond 8 kms for such duty, he is covered by T.A rules and entitled for DA. etc.


2. Whether the staff quarters can be forcibly allotted to an employee even though he has not offered his willingness?

Ø No. It should not be thrusted upon any employee against his will and in the absence of a written request for allotment of a Quarter from the employee.
However, it is mandatory for the employee to occupy the rent free attached Quarters provided and if he refused to occupy the same, no HRA can be drawn. This is as per the Dte letter dt. 11.07.2000.

As such, no one should be compelled to accept allotment in Staff quarters.

3. What is the cutoff date for the condition of having not more than two surviving children for family planning Allowance?

Ø The order was issued on 06.07.1999 in which it was categorically stated that the Family Planning Allowance shall be admissible in future only to those C. G. Employees with not more than two surviving children. As such, the condition is not applicable for those having more than two children prior to 06.07.1999. In any place, if the allowance is not drawn, please make representation by citing the above provisions.  Further as per the rules the Allowance is not entitled for those underwent family planning after 50 years age in case of male employee and 45 years in case of female employee.

4. An official is on leave for one month from 10th to 9th of next month. Whether the Transport allowance is entitled for leave period or not?

Ø As per the orders dated 22.02.02, if the period of absence does not cover any calendar month in full, Transport Allowance is admissible for the entire month. The one month leave as stated is spread over for two calendar months. Therefore the official is entitled for Transport Allowance for both the months.

5. What is the time limit for claiming T.A. bill?

Ø As per SR 194-A, it should be preferred within one year. For LTC, it should be preferred within three months from the date of completion of return journey and if advance is paid, it should be preferred within one month.

1. An official provided with staff quarters is transferred in the middle of academic year to another station. What is his HRA entitlement?

1. In such cases, if he detains the Govt. accommodation at the old station, HRA will be allowed for
   8 months at the new station.

2. If not in occupation of Govt. accommodation in old station and not allotted accommodation in
new station and leaves family at old station, HRA is allowed as under:

(i) For first 2 months of assuming charge At the rate drawn at the old station.at the new station.

As per MOF No. 19055/1/E-IV/2002 dt. 28.03.2003, employees transferred due to shifting of head quarters, shall be entitled to HRA at the rate admissible to them at the old head quarters, if their families continue to reside there, for six months or till the employee is allotted or secures family accommodation at new head quarters whichever is earlier.

2. Both husband and wife are posted in one station and one is provided with Government accommodation. They are claiming HRA for both saying that they are residing separately. Whether it is permissible?

No. HRA will be allowed irrespective of the fact whether they live together or separately except in pursuance of a court order of judicial separation, in case of any one is allotted with Government accommodation and working in the same station.

3. What is the rate of compensation in lieu of rent free accommodation?

The lowest amount charged as license fee for the entitled type of accommodation will be the compensation to those not provided with quarters as service condition in lieu of rent free accommodation.

4. Whether Transport Allowance is admissible to the employees under suspension?

No. In case if the suspension period covers a calendar month partially, Transport Allowance for that month shall be proportionately reduced.

5. What is the rate of Transport Allowance to physically handicapped employees?

The blind or orthopedically handicapped employees shall continue to draw this allowance of double the normal rates, which shall no case, be less than Rs. 1000/- per month plus the applicable rate of dearness allowance.

1. An official provided with staff quarters is transferred in the middle of academic year to another station. What is his HRA entitlement?

1. In such cases, if he detains the Govt. accommodation at the old station, HRA will be allowed for
   8 months at the new station.

2. If not in occupation of Govt. accommodation in old station and not allotted accommodation in
