CADRE RESTRUCTURING OF POSTAL GROUP ‘C’

Dear Comrades,

Today (17.03.2017) Com. R. N. Parashar, Secretary General, NFPE and Com. M. Krishnan, Secretary General, Confederation & Ex-Secretary General, NFPE & Shri. D. Theagarajan, Secretary General, FNPO met Shri B. V. Sudhakar Secretary, Department of Posts and submitted a detailed letter explaining the issues arising out of implementation of Cadre Restructuring proposals of Postal Group ‘C’ with the suggestions of the staff side to mitigate the grievances of the staff and held discussion with him. The Staff side requested the Secretary, Department of Posts to keep the implementation of Cadre Restructuring proposal in abeyance till the issues raised by the staff side are sorted out amicably. Secretary (Posts) assured positive consideration. As Secretary (Posts) was busy today, detailed discussions will be held later.

கேடர் சீரமைப்பு குறித்து நம் அகில இந்திய சங்கத்தில் பதியப்பட்ட தமிழக அஞ்சல் மூன்றின் கருத்துக்கள் கீழே உங்களுக்கு தருகிறோம்.

அன்புத் தோழர்களே ! தோழியர்களே !

ஏற்கனவே நம்முடைய அஞ்சல் மூன்றின் அகில இந்திய செயற்குழுவுக்கு செல்வதற்கு முன்னர் உங்களுக்கு தமிழக அஞ்சல் மூன்றின் நிலைப்பாடு குறித்த பதிவினை ஆங்கிலத்தில் முகநூலிலும் whatsapp பக்கத்திலும் நாம் தெரிவித்திருந்தோம். 

மேலும் அகில இந்திய செயற்குழுவில் நடைபெற்ற விவாதங்கள் பற்றிய முடிவான கருத்துக்களையும் பகிர்ந்திருந்தோம். 

 தற்போது நாளை (17.3.2017)  அன்று இலாக்காவுக்கு அளிக்க உள்ள கோரிக்கை மனுவுக்கு நம்முடைய கருத்துக்களை தமிழக அஞ்சல் மூன்று சார்பாகவும் பொதுச் செயலரிடம் தெரிவித்திருக்கிறோம்.

அதில் சில முக்கியமான கோரிக்கைகள் குறித்த நமது கருத்து கீழே :-

1. கேடர் சீரமைப்பு உத்திரவை நடைமுறைப்படுத்துவது குறித்து நாடு முழுவதும் ஒரே சீரான நிலைப்பாட்டினை இலாக்கா அறிவிக்க வேண்டும்.

2. P.O. & RMS ACCOUNTANT, SYSTEM ADMINISTRATOR, MARKETING EXECUTIVE  பகுதிகளிலும் உயர் பதவிகள் அடையாளப்படுத்தப் படவேண்டும்.

3. பெருநகரங்களில் உள்ள கோட்டங்கள் மற்றும் UNIT அலுவலகங்கலான GPO அண்ணாசாலை போன்ற பகுதிகளில் தற்போதுள்ள நடைமுறைப்படி புதிய LSG பதவிகள் அதிகம் இல்லை என்பதால், எல்லா பகுதிகள் போல உரிய எண்ணிக்கையில் LSG பதவிகள் புதிய பகுதிகளான CPC, BPC, SPCC, CEPT, WCTC, CLEARING HOUSE, PLI, RPLI மற்றும்   PHILATELY  போன்ற பகுதிகளில் அடையாளப்படுத்தப் பட வேண்டும்.

4. NFG என்பது HSG I இல் 2 ஆண்டு சேவை முடித்தவர்களுக்கு அவர்கள் இருக்கும் இடத்திலேயே வழங்கப்பட வேண்டும். புதிதாக பதவிகள் அடையாளப்படுத்தி அவர்களுக்கு  இடமாற்றம் அளிக்கக்கூடாது.

5. HSG I இல்  IP LINE பதவிகள் ஏற்கனவே ஒழிக்கப்பட்டுவிட்டதால் அந்தப் பதவிகளையும் HSG I GENERAL LINE பதவிகளில் கொண்டுவர வேண்டும்.

6. HSG II மற்றும் HSG I பணி நியமன சட்டத்தை தளர்த்தி தற்போது கீழ் நிலை பதவிகளில் உள்ள அனைவருக்கும் ஒரு நேர தளர்வாக உயர் பதவிகளில் பணி நியமன உத்திரவு அளித்திட வேண்டும்.

7. பதவி உயர்வுக்கான குறைந்த பட்ச சேவைக்காலம் என்பது குறைக்கப்பட வேண்டும்.

8. பணப்பயன் இல்லாத காரணத்தால் தேவையில்லாத இடமாறுதல்களை தவிர்க்கும் பொருட்டு LSG மற்றும்  HSG II பதவிகளை கோட்ட மட்ட பதவிகளாக அறிவிக்க வேண்டும்.

9. புதிய பதவி உருவாக்கம் என்பதால் தற்போது அளிக்கப்படும் பதவி உயர்வுகளுக்கு BENCH MARK ‘ VERY GOOD’ என்பது தளர்த்தப்படவேண்டும்.

10. அறிவிக்கப்படும் உயர் பதவிகளில் பணியாற்ற நேரிடும்  அடுத்த நிலையில் உள்ள ஊழியருக்கு OFFICIATING PAY வழங்கிட தெளிவான உத்திரவு அளிக்க வேண்டும்.

11. உடல் நிலை காரணமாகவோ, குடும்ப சூழல் காரணமாகவோ உயர் பதவியை DECLINE செய்பவருடைய கோரிக்கைகள் ஏற்கப்பட வேண்டும். கட்டாயப் படுத்துதல் கூடாது.

12. மாறியிருக்கும் CBS ,  CIS, CSI விதிகளின் படியும் LSG SUPERVISOR தன்மையை கருதியும் இனி ஒரு நபர் அஞ்சலகங்கள் அனைத்தும் இரு நபர் அஞ்சலகங்களாக்கப்பட வேண்டும்.

13. POSTMASTER GRADE பதவிகள்  HSG II ,  HSG I க்கு இணையாக அடுத்த நிலைக்கு உயர்த்தப்பட வேண்டும். தற்போது அதில் பணியாற்றும் ஊழியருக்கு குறைந்த பட்ச சேவைக்காலம் தளர்த்தப்பட்டு ஒரு நேர தளர்வாக, அடுத்த நிலை பதவி உயர்வு அவர்களுக்கு அளிக்கப்பட வேண்டும்.

14. இந்த மாற்றங்களுக்கான DOPT ஒப்புதல்  பெறும் வரை அல்லது இந்த மாற்றங்களை செய்திடும் வரை  தற்போதைய கேடர் சீரமைப்பு உத்திரவை நிறுத்தி வைக்க வேண்டும்.

15.  இடைக்காலத்தில் இந்த மாற்றங்கள் செய்ய வேண்டி வரும் வாய்ப்பு உள்ளதால், இவை முடியும் வரை இந்த ஆண்டுக்கான சுழல் மாறுதல் நிறுத்தி வைக்கப்பட வேண்டும்.

நம்முடைய கருத்துக்கள் போல இதர மாநிலச் சங்கங்களிடமிருந்தும் கருத்துக்கள் பெறப்பட்டுள்ளன.

 இவற்றை நம்முடைய தலைவர்கள் தோழர். M. கிருஷ்ணன், தோழர். KVS ஆகியோருடன் கலந்து நம்முடைய அஞ்சல் மூன்றின் பொதுச் செயலர்  தோழர். பராசர் அவர்கள் நாளை கோரிக்கை மனுவாக இலாக்காவிடம் அளித்து பேச உள்ளார்.

 கூடுமானவரை FNPO சம்மேளனத்துடனும் கலந்து இந்த  கோரிக்கை மனு அளித்திட முயற்சிகள் மேற்கொள்ளப்பட்டுள்ளன. 

முறையான கோரிக்கை மனு தயார் செய்யப்பட்டு இலாக்காவுக்கு அளிக்கப்பட பின்னர் அதன் நகல் நம்முடைய அகில இந்திய சங்கத்தினால் அதன் வலைத்தளத்தில் வெளியிடப்படும். நாளைய பேச்சு வார்த்தையின் முடிவுகளும் அவ்வாறே அறிவிக்கப்படும். 

நல்ல முன்னேற்றங்களை எதிர்பார்க்கிறோம்.

GDS Committee report - Presentation of view

Department has proposed to constitute an Internal Committee to pursue Kamlesh Chandra committee report. 

Unions are asked to present memorandum before the Department, requiring any modifications.

A meeting for that purpose is called on 17.03.2017 by the Department.

  திருவரங்கம் அஞ்சல் நான்கின் 25 - வது கோட்ட மாநாடு இன்று திருவரங்கம் தலைமை அஞ்சலகத்தில் காலை 11 மணியளவில் சங்க கொடியேற்றத்துடன் துவங்கியது.  கோட்டச் செயலர் தோழர் R. சந்திரன் அவர்கள் ஈராண்டறிக்கையையும், தோழர் N. சேஷாத்திரி அவர்கள் வரவு செலவு கணக்கையும் அவையில் சமர்ப்பித்தார்கள்.  அதன் பின் நடைப்பெற்ற புதிய நிர்வாகிகள் தேர்வில் தோழர் R. சந்திரன் அவர்கள் தலைவராகவும், தோழர் G. சீனிவாசன் அவர்கள் கோட்டச் செயலராகவும், தோழியர் S. அல்லி அவர்கள் நிதிச் செயலராகவும் தேர்ந்தெடுக்கப்பட்டனர். புதிய நிர்வாகிகளுக்கு அஞ்சல் மூன்று மாநிலச் சங்கத்தின் சார்பாகவும், திருவரங்க கோட்டத்தின் சார்பாகவும் வாழ்த்துக்களை தெரிவித்துக் கொள்கிறோம்.

Committee on Allowances of Seventh Central Pay Commission

Will the Minister of FINANCE be pleased to state:-

(a) whether the Government has set up a Committee to examine the various allowances in the light of recommendation made by the Seventh Central Pay Commission;

(b) if so, the details and terms of reference thereof;

(c) whether the said Committee on allowances has submitted its report to the Government, if so, the recommendations made by the Committee along with the follow-up action taken by the Government thereon;

(d) if not, the reasons therefor and the time by which the said report is likely to be submitted; a

(e) whether the Government proposes to give arrear of House Rent Allowance and other allowances with effect from the month of notification of implementation of Seventh Central Pay Commission, if so, the details thereof and if not, the reasons therefor?

(a) & (b): Yes. The Committee on Allowances has been constituted vide order dated 22.07.2016. The Committee is to examine the recommendations of the 7th CPC in regard to various allowances having regard to the representations made by the Staff Associations and the suggestions of the concerned Ministries / Departments and make recommendations as to whether any changes in the recommendations of the 7th CPC are warranted and if so, in what form.

(c) to (e): The Committee has not submitted its report to the Government. The deliberations of the Committee are in the final stages. Decisions on implementing the Report will be taken after the Report is submitted by the Committee.

7th CPC Loksabha Q&A      

       Allowance Committee not submitted report to Government till 10.03.2017. See Govt's reply in Loksabha dated 10th March. Some medias and some Staffside leaders are spreading false news. Make the 16th March 2017 strike a thundering success. About 13 lakhs Central Govt employees will participate in the strike. This will be one of the best organised strike. CG Employees working in all parts of the country will demonstrate their anger , protest and discontentment against the betrayal of CG Employees & Pensioners by Modi Govt.
